# Bali foreign tourist levy (Rp150,000): paying on Love Bali, exemptions and checks

**How much is the Bali tourist levy and how do I pay it?**

Foreign tourists entering Bali must pay a levy of Rp150,000 per person, cashless and ideally before arrival, through the official Love Bali website or app (lovebali.baliprov.go.id). It is based on Bali Regional Regulation (Perda) 6/2023 as amended by Perda 2/2025, with payment procedures in Bali Governor Regulation (Pergub) 2/2024 as amended by Pergub 25/2025. After paying, you receive a QR voucher by email, which can be scanned at arrival gates, at hotels or attractions registered as endpoints, or in spot checks. KITAS/KITAP holders, diplomatic or official visa holders, transport crew, family-reunion visa holders and student visa holders are exempt without applying; Golden Visa holders and holders of other non-tourist visas must apply for exemption on Love Bali at least five days before arrival. Payments are not refundable, except a duplicate payment for the same arrival date.

## What you need to pay the Bali tourist levy

- The passport you will use to enter Indonesia; the name and passport number on the form must match it exactly.
- A working email address to receive the QR voucher.
- Your arrival date in Bali and your nationality as shown in your passport.
- A cashless payment method: credit card (Visa, Mastercard, American Express, JCB), bank transfer, virtual account, UnionPay or QRIS.
- Golden Visa holders or holders of another non-tourist visa: your visa documents, to apply for exemption at least five days before arrival.
- KITAS/KITAP holders and others exempt automatically: the card or document you will show to officers.

## How to pay the Bali tourist levy

1. **Check whether you must pay.** The levy applies to anyone who is not an Indonesian citizen and is visiting Bali as a tourist, each time they enter Bali directly from abroad or via another part of Indonesia. Check the exemptions first. Indonesian citizens are not covered.
2. **Use the official Love Bali channel.** Use lovebali.baliprov.go.id or the Love Bali app from Google Play or the App Store. The official site also lists collecting agents connected to Love Bali. Do not pay through a site that is not listed on the official website.
3. **Enter your passport details.** Choose Single or Group payment, then enter your first and last names, email, passport number, country and arrival date. Pergub 25/2025 sets the minimum data as name, passport number, nationality, email and arrival date.
4. **Pay cashless.** The Rp150,000 per person levy is cashless only: credit card (Visa, Mastercard, American Express, JCB), bank transfer, virtual account, UnionPay or QRIS. The charge is in rupiah; amounts shown in other currencies are only equivalents, and your card issuer may add fees.
5. **Keep the QR voucher.** The QR voucher is sent to the email you registered. If it does not arrive, use Resend Voucher; to check it is valid, use Verify Voucher. If the system finds a transaction with the same name, passport number, country and arrival date, check your bank statement before paying again.
6. **Show it at checks, or pay in Bali.** Your voucher or passport may be scanned at arrival gates, at endpoints such as hotels and attractions, or in spot checks. If you did not pay before arrival, you can still pay at the designated bank payment point at the arrival gate, through an endpoint during your stay, or when leaving Bali.

## How much it costs to pay the Bali tourist levy

Rp150,000 per person each time you enter Bali (Perda 2/2025, Article 5), paid cashless once while visiting Bali and before leaving Indonesia. Love Bali says foreign-currency amounts use the rate on the payment page and card issuers may add their own fees.

The levy is recorded as other legitimate regional revenue, not a tax or a visa fee. Perda 6/2023, Article 8, requires the amount to be reviewed at least every three years, with any change set by Governor Regulation; as of 1 October 2026 it is still Rp150,000. Money received is not refundable, except where the levy was paid more than once for the same arrival date (Pergub 25/2025, Article 15A).

## Legal basis and what changed on 1 July 2025

Article 8(3) of Law 15/2023 on Bali Province allows the provincial government to raise funds from a levy on foreign tourists to protect Balinese culture and the natural environment. The rules are set in Perda 6/2023, in force since 14 February 2024, as amended by Perda 2/2025, in force since 1 July 2025.

Perda 2/2025 moved the exemption list into the regulation itself (Article 4A), confirmed that you can pay before or during your stay in Bali, set out partnerships with collecting agents, benefit partners and endpoints, and added administrative sanctions (Article 16A). Payment procedures are in Pergub 2/2024 as amended by Pergub 25/2025, also in force since 1 July 2025. The Love Bali FAQ also cites Bali Governor Decree 699/03-L/HK/2025 on technical guidelines.

The money is used to protect culture and the natural environment, to improve services and the running of Bali's cultural tourism, and to fund the levy system itself (Perda, Article 7).

## Exemptions: who does not pay

Perda 2/2025, Article 4A, exempts transport crew, KITAS or KITAP holders, diplomatic and official visa holders, family-reunion visa holders, student visa holders, Golden Visa holders and holders of other visa types. Love Bali explains that other visas means visas issued by Immigration for purposes other than tourism.

The first five groups are exempt without applying; the Love Bali FAQ says they only need to show their card to officers. Golden Visa holders and holders of other non-tourist visas must apply through Love Bali at least five days before reaching a Bali arrival gate. The provincial tourism office checks the application and decides within three days, and the result is sent through Love Bali (Pergub 2/2024, Article 7). If you apply less than five days before arrival, the Love Bali terms say you must pay.

The rules contain no age-based exemption, and the Love Bali FAQ gives the amount as Rp150,000 per person. Tourists on visa-free entry, a visa on arrival, an e-VoA or a tourist visit visa are not in any exempt group.

## Checks and sanctions if you have not paid

Proof of payment or of an approved exemption is scanned at arrival gates, at endpoints, or elsewhere in spot checks by the relevant provincial office or service providers (Pergub 2/2024, Article 16). Endpoints are accommodation providers such as hotels, villas and homestays, attraction operators, cruise agents and travel agencies that have an agreement with the provincial government. The Love Bali payment guide says you can show your voucher or passport for scanning.

If you cannot show proof of payment, you must pay (Perda, Article 6). Failing to pay can lead to administrative sanctions: a verbal warning, a written warning and/or refusal of service at tourist attractions (Perda 2/2025, Article 16A).

A "Consequences" poster on the Love Bali site still says tourists who do not pay will be restricted from visiting Bali, citing the original Perda 6/2023 and Pergub 2/2024. Perda 2/2025 replaced the Article 6 that contained that restriction. This guide follows the sanctions in the newer Perda 2/2025.

## Refunds, duplicate payments and missing vouchers

The Love Bali terms say levy payments received are non-refundable. The only refund in the rules is for a levy paid more than once for the same arrival date (Pergub 25/2025, Article 15A); the procedure is set by Governor Decree.

To prevent double payment, Love Bali warns you if it finds a transaction with the same name, passport number, country and arrival date. If your account has been charged but the status has not changed, Love Bali suggests closing the browser and waiting about ten minutes before creating a new transaction.

The voucher is sent to the email you registered. If the email was mistyped, the Love Bali FAQ says the payment can be verified using passport data. The site also has Resend Voucher and Verify Voucher options, and a WhatsApp support contact listed on the official pages.

## Things to check carefully

- Paying on a copycat website or app. Use lovebali.baliprov.go.id, the Love Bali app from Google Play or the App Store, or a collecting agent listed on the official site.
- Mistyping your passport number or email. The voucher goes to the email you registered, and payment is matched to passport data.
- Paying twice because the voucher has not arrived. Check your bank statement and Resend Voucher first; refunds apply only to duplicate payments for the same arrival date.
- Golden Visa or other non-tourist visa holders applying for exemption too late. Applying less than five days before arrival means you must pay.
- Confusing the levy with a visa on arrival, an e-VoA or the All Indonesia declaration. Each is separate and uses its own channel.

### How much is the Bali tourist levy?
