# Food permits for micro and small businesses: SPP-IRT or BPOM MD, requirements, costs and checking a number

**Does my food product need only an SPP-IRT or a BPOM MD permit, and what does it cost?**

Processed food made by a home-based food business and sold in labelled retail packs that keep for at least 7 days at room temperature needs an SPP-IRT, applied for through OSS, issued within 1 day if the data are complete and valid for 5 years. Products not on the SPP-IRT list of food types, such as foods under a mandatory Indonesian National Standard (SNI), foods with claims, foods needing special handling in production or distribution, or foods made on automatic machinery, must be registered with BPOM for an MD distribution number; since late May 2026 registration has cost Rp0 for micro and small businesses producing in Indonesia. Ready-to-eat food and food with a shelf life under 7 days need neither.

## What to have ready

- An NIB from OSS with the right business classification (KBLI) code for food production; OSS has used KBLI 2025 since 15 June 2026.
- Your production address. For an SPP-IRT, production must take place in a home or shophouse where the owner lives.
- Details of each product: food type, brand name, flavour variant, ingredients, packaging type and shelf life at room temperature.
- A draft label showing the product name, ingredients, net weight, the producer’s name and address, and the expiry date.
- For a BPOM (MD) number: a Good Manufacturing Practice for Processed Food (CPPOB) permit or another document BPOM accepts.
- An active email address and mobile number for your OSS account and, if needed, a BPOM e-Reg RBA account.

## How to get an SPP-IRT or a BPOM permit

1. **Check whether your product needs a permit.** An SPP-IRT or a distribution permit is needed for processed food sold in labelled retail packs. Ready-to-eat food, food with a shelf life under 7 days and unprocessed fresh food need neither an SPP-IRT nor a BPOM distribution permit.
2. **Match your product to the SPP-IRT food list.** Check Annex I of BPOM Regulation 4/2024, which covers foods such as chips, crackers, shredded meat floss, biscuits, seasonings, ground coffee or powdered drinks that keep for 7 days or more at room temperature. If your product is not on the list, or is a type excluded from SPP-IRT, move on to BPOM (MD) registration.
3. **Apply for an SPP-IRT in OSS.** Log in to OSS with your NIB account and apply for an SPP-IRT as a supporting business licence (PB-UMKU). Fill in the commitment statement, product details and label details, and upload your draft label. Make a separate application for each product that differs in food type, flavour, packaging, label or brand.
4. **Receive the SPP-IRT and print its number.** If your data are complete and correct, the SPP-IRT is issued within 1 day. If label details are missing, the application is put on hold and you have 3 months to complete it. Print the PIRT number on the main panel of the label.
5. **Meet your commitments within 3 months.** Attend food safety training and obtain a certificate with a score of at least 60, get your premises ready for inspection by the district health office, and make sure your label and food additives comply. All of this must be done within 3 months of the SPP-IRT being issued.
6. **For MD products, register in BPOM e-Reg RBA.** Create a company account at ereg-rba.pom.go.id using your NIB and CPPOB permit, then register each product. The system automatically applies the Rp0 fee to micro and small businesses that make the product themselves in Indonesia.

## What SPP-IRT and BPOM permits cost

BPOM Regulation 4/2024 sets no fee for issuing an SPP-IRT through OSS, and getting an NIB through OSS is free. For a BPOM (MD) distribution permit, Government Regulation (PP) 15/2026 sets the registration fee at Rp0 for micro and small businesses producing in Indonesia, in force 60 days after its promulgation on 27 March 2026; a CPPOB permit for micro and small businesses is also Rp0. Medium and large businesses pay Rp200,000 to Rp3,000,000 per product for a new registration, depending on the food category.

Several district health offices, such as Gunungkidul, state that food safety training and its certificate are free of charge; check with your local health office before paying anyone. Some health office pages and BPOM’s own FAQ still describe the old process under BPOM Regulation 22/2018, where training came before the certificate. We follow the newer BPOM Regulation 4/2024: the SPP-IRT is issued first and the commitments are met within 3 months.

## When an SPP-IRT is enough

An SPP-IRT (commitment certificate for home-industry processed food production) lets a home-based food business (IRTP) produce and sell processed food in labelled packs. Under BPOM Regulation 4/2024, the business must produce in Indonesia, own or rent production space in a home or shophouse where the owner lives, use manual to semi-automatic equipment, and make only food types listed in Annex I.

Annex I lists foods such as shredded meat floss, cattle-skin crackers, chips, coated peanuts and sugar-coated peanuts. Other foods with the same description and characteristics that keep for 7 days or more at room temperature can also apply. The licensing standard in BPOM Regulation 27/2025 lists the business groups that can use an SPP-IRT, including crackers, chips and peyek; breads and cakes that keep for 7 days or more; sweets; ground coffee; soy sauce; cooking seasonings; syrups; dodol; and powdered drinks.

An SPP-IRT is not required for processed food with a shelf life under 7 days, ready-to-eat food, or unprocessed food (Article 3(3)). It is issued through OSS on behalf of the regent or mayor.

## Foods that cannot use an SPP-IRT

Article 10 of BPOM Regulation 4/2024 rules out SPP-IRT applications for: food additives; processing aids; foods under a mandatory SNI standard; foods made with automatic equipment; foods that need special handling in production or distribution; foods carrying claims, such as nutrition or health claims; foods for special medical or dietary purposes; alcoholic drinks; and non-food products.

The licensing standard in BPOM Regulation 27/2025 also excludes frozen or canned noodles, liquid coffee, and tempe gembus and tempe bongkrek from SPP-IRT. If such products are sold in retail packs, they must be registered with BPOM for an MD distribution number.

If an application is for a type that is not allowed, OSS rejects it within 1 day. If an SPP-IRT has already been issued but the product turns out to fall under Article 10, the SPP-IRT can be revoked.

## Obligations after the SPP-IRT is issued

Within 3 months of the SPP-IRT being issued, you must attend food safety training (shown by a certificate with a score of at least 60), meet good production practice for home-based food businesses as confirmed by a premises inspection from the district health office, comply with labelling rules, and meet the requirements on food additives and contaminants. If you have not met them, the health office can give up to 3 more months.

If you still do not meet them, the SPP-IRT is frozen and you have 6 months to comply before it is cancelled. An SPP-IRT can also be revoked, for example if the product causes food poisoning, uses banned ingredients, is made at another address, or the application data were falsified; falsified data also bring a 3-year ban on applying for an SPP-IRT.

A change of business name or address, a change of ingredients that alters the food type, name or variant, or a change of packaging type needs a new SPP-IRT, and the old one stops being valid. Holders of SPP-IRTs issued before BPOM Regulation 4/2024 had to bring them into line within 30 months of its promulgation on 16 February 2024, that is, by 16 August 2026.

## BPOM (MD) distribution permits for micro and small businesses

All processed food made in Indonesia or imported for sale in retail packs must have a BPOM distribution permit, except exempt products such as home-industry products holding an SPP-IRT, ready-to-eat food, and food with a shelf life under 7 days. Registration is done through BPOM’s e-Reg RBA, which is linked to OSS. To create a company account, the factory name and address on your CPPOB permit must match the details on your NIB.

PP 15/2026 on BPOM’s non-tax revenue fees (promulgated on 27 March 2026 and in force 60 days later) sets registration and notification fees at Rp0 for micro and small businesses producing in Indonesia. BPOM says the condition is being a domestic producer at micro or small scale. A distribution permit is valid for 5 years and is renewed through re-registration; products whose permit has expired may not be made or sold.

## How to check a permit on the pack

A distribution number for a product made in Indonesia starts with BPOM RI MD followed by 15 digits. You can check it at cekbpom.pom.go.id, which also lists products withdrawn from the market, or scan the 2D barcode on the label with the BPOM Mobile app. BPOM asks shoppers to check the packaging, label, permit and expiry date (Cek KLIK) before buying.

A PIRT number has at least 15 digits, coding the packaging type, food type, province and regency or city, the product and business serial numbers, and finally two digits showing the year the permit expires. Questions or complaints about food products can go to Halo BPOM by email at halobpom@pom.go.id or WhatsApp on 0811-9181-533.

## Things to check carefully

- Using one PIRT number for several flavours, pack sizes or brands. Each different product needs its own application.
- Applying for an SPP-IRT for frozen or canned noodles, alcoholic drinks, or products with health claims. The application will be rejected; these must be registered with BPOM.
- Ignoring the training and premises inspection after the SPP-IRT is issued, so that it is frozen and then cancelled.
- Changing your production address, packaging or ingredients without applying for a new SPP-IRT.
- Letting the SPP-IRT expire. Apply to renew at least 1 month before expiry; the product may not be sold once the permit has lapsed.
- Paying a service that promises an instant PIRT or MD number outside OSS and BPOM e-Reg RBA.

## Frequently asked questions

### What is the difference between PIRT and BPOM MD?

PIRT (SPP-IRT) is a permit from the regent or mayor for simple home-made processed food that keeps for 7 days or more at room temperature. BPOM MD is a BPOM distribution permit for processed food that cannot use an SPP-IRT, such as foods needing special handling, foods under a mandatory SNI standard, or foods with claims. Both are valid for 5 years.

### Do ready-to-eat food sellers or caterers need a PIRT?

No. Ready-to-eat food and food with a shelf life under 7 days are exempt from the SPP-IRT requirement (BPOM Regulation 4/2024, Article 3(3)), and BPOM does not require a distribution permit for ready-to-eat food either. Other obligations, such as an NIB and halal certification, still apply.

### How much does an SPP-IRT cost?

BPOM Regulation 4/2024 sets no fee for issuing an SPP-IRT through OSS, and an NIB is free. Several health offices say food safety training is free of charge; check with your local health office before paying anyone.

### How long is an SPP-IRT valid, and how do I renew it?

An SPP-IRT is valid for 5 years. Apply to renew through OSS at least 1 month before it expires, for the same product only. Once it has expired, the product may not be sold.

### Which products cannot use an SPP-IRT?

Food additives, processing aids, foods under a mandatory SNI standard, foods made with automatic equipment, foods needing special handling in production or distribution, foods with claims, foods for special dietary purposes, alcoholic drinks and non-food products (BPOM Regulation 4/2024, Article 10).

### How much does BPOM MD registration cost a small business?

Rp0 for micro and small businesses that make the product themselves in Indonesia, since PP 15/2026 took effect in late May 2026, 60 days after promulgation. A CPPOB permit for micro and small businesses is also Rp0. Medium and large businesses pay Rp200,000 to Rp3,000,000 per product.

### How do I check a product’s BPOM number?

Enter the MD number or product name at cekbpom.pom.go.id, or scan the 2D barcode on the label with the BPOM Mobile app. The same site lists products that have been withdrawn from the market.

### My SPP-IRT was issued before 2024. Is it still valid?

Holders of older SPP-IRTs had to bring them into line with BPOM Regulation 4/2024 within 30 months of 16 February 2024, that is, by 16 August 2026. If you have not, ask your district health office or one-stop licensing office (DPMPTSP) about the status of your SPP-IRT.
