# Online gambling in Indonesia: the law, blocking it, reporting it and getting help

**What does the law say about online gambling, how do I block and report it, and where can I get help?**

Playing gambling games run without a licence carries a penalty of up to 3 years in prison or a fine of up to Rp50 million under Article 427 of the new Criminal Code (KUHP), in force since 2 January 2026, while organisers face up to 9 years. If you or a family member want to stop, start by blocking access on your phone and bank accounts, then get support: the Ministry of Health’s Healing119.id is free on 119 extension 8. Gambling sites, accounts and phone numbers can be reported to Komdigi’s aduankonten.id, cekrekening.id and aduannomor.id.

## What to have ready

- The phone or device used for gambling, with access to its settings.
- A list of the apps, sites and e-wallet or bank accounts used to deposit or withdraw money.
- Screenshots and links of sites, adverts or social media accounts promoting gambling, if you want to report them.
- A record of debts and bills, including online loans, to plan repayments.
- One person you trust to talk to and to help you stick to stopping.

## Steps to stop and report

1. **Talk to someone you trust.** Gambling addiction is a mental health problem that people recover from, not just a matter of willpower. Tell your partner, family or a friend. The Ministry of Health notes that many people start treatment because their family encouraged them.
2. **Block access on your phone.** Delete gambling apps and site shortcuts, leave groups that share links, and turn on your phone’s built-in parental or family controls to restrict apps and content. Turn off permission to install apps from unknown sources and install apps only from official app stores.
3. **Protect your bank account and e-wallet.** Stop topping up to play. If your bank or e-wallet app lets you set transaction limits, lower them, or ask someone you trust to help keep an eye on your statements. Do not borrow, including from online lenders, to cover losses.
4. **Report sites, accounts and numbers.** Report gambling sites, adverts or accounts at aduankonten.id with the link, a screenshot and your reason. Report the bank accounts or e-wallets that collect the money at cekrekening.id and phone numbers at aduannomor.id. All three are official Komdigi channels.
5. **Get professional help.** Contact Healing119.id on 119 extension 8, or by WhatsApp through the healing119.id website, for initial support, free and with no registration. For ongoing counselling, go to a Puskesmas (community health centre) or a hospital with a psychologist or psychiatrist.
6. **Rework your debts and budget.** List all your debts, then plan a budget that covers essentials first. Check whether each lender is licensed by OJK. Complaints about debt collection by licensed financial institutions can be raised with Kontak OJK 157.

## Cost of reporting and getting help

Reporting to aduankonten.id, cekrekening.id and aduannomor.id is free; aduankonten.id states its service is completely free. Healing119.id is free. Charges for ongoing counselling at a Puskesmas or hospital depend on each health facility’s rules.

Where to report things linked to online gambling. Official Komdigi and OJK channels, checked 14 October 2026.

| What to report | Official channel | What to have ready |
| --- | --- | --- |
| Websites, adverts, social media content or games with gambling content | aduankonten.id (Komdigi), registration as a reporter required | The link (URL), a screenshot and your reason for reporting |
| Bank accounts or e-wallets collecting gambling money | cekrekening.id (Komdigi) | The account or e-wallet number, bank name and supporting evidence |
| Phone numbers sending gambling invitations | aduannomor.id (Komdigi) | The phone number and screenshots of messages |
| Illegal online loans that trap people | sipasti.ojk.go.id (Satgas PASTI) | App name, contact number, timeline and evidence |

The new KUHP uses fine categories: category III is Rp50,000,000 and category VI is Rp2,000,000,000 (Article 79 of Law 1/2023). These are maximums, not fixed fines.

## The law in force

The new Criminal Code (KUHP, Law 1/2023) has applied since 2 January 2026. Article 426(1) sets a penalty of up to 9 years in prison or a fine of up to category VI (Rp2,000,000,000) for anyone who, without a licence, offers or provides the opportunity to gamble and makes a living from it, offers or provides the public with the opportunity to gamble, or makes taking part in gambling their livelihood.

Article 427 of the KUHP states that anyone who uses an opportunity to gamble that is run without a licence is punishable by up to 3 years in prison or a fine of up to category III (Rp50,000,000). So players can also be prosecuted, not only bookmakers or organisers. The new KUHP also repealed Law 7/1974 on Controlling Gambling.

Article 27(2) of the ITE Law (Electronic Information and Transactions Law), as last amended by Law 1/2024, prohibits anyone from intentionally and without right distributing, transmitting and/or making accessible electronic information or documents with gambling content. This covers spreading content, such as promoting gambling sites or apps on social media.

## Harm to money and families

The Ministry of Health says gambling disorder can disrupt daily life, leave people tangled in debt, cause excessive anxiety and even draw them into crime. That is why treatment involves mental health services, not just advice.

At a Komdigi awareness event (March 2026), early signs families can spot included the distinctive notification sounds of slot games, suspicious transfers to e-wallets, and money for essentials such as school fees and monthly shopping going missing. Commonly reported effects include being trapped by illegal online loans, domestic violence and divorce.

If your family is affected, put safety and essentials first. Keep money for shopping and school fees separate from the account used for gambling, and do not take on new debts to cover losses.

## Blocking access on a phone

Most Android phones and iPhones have built-in parental or family controls, screen-time limits and restrictions on content or app installation. Adults can use these features to limit themselves, for example by asking someone they trust to hold the settings password. Komdigi also encourages families to use parental control features and to keep an eye on digital transaction patterns.

Other practical steps: delete gambling apps and site bookmarks, leave chat groups that share links, block accounts that send invitations, and turn off permission to install apps from unknown sources. Komdigi warns that gambling adverts are often disguised as entertainment, memes, viral videos, giveaways or fake prize draws.

Blocking is never perfect because new sites keep appearing. Combine it with financial controls and support from people close to you or health workers.

## Getting help

Contact Healing119.id on 119 extension 8 straight away, or go to an emergency department (IGD) or the nearest health facility, if you or someone close to you is thinking about ending their life or is in crisis.

Healing119.id is the Ministry of Health’s online mental health service, offering emotional support and basic advice. It is free, needs no registration, and can be reached by calling 119 extension 8 or by WhatsApp through the healing119.id website. You can also contact it for advice on supporting a family member. Sessions are limited to 30 minutes and can be extended to 60 minutes.

Healing119.id is psychological first aid, not long-term therapy. For ongoing counselling, the Ministry of Health FAQ recommends a Puskesmas, a hospital or another facility with a psychologist or psychiatrist. Hospital recovery programmes for gambling disorder can include individual counselling, family or couples counselling and psychotherapy.

## Things to check carefully

- Downloading "balance recovery" apps or following "guaranteed win" offers to cover losses. Komdigi describes online gambling as a scam.
- Borrowing from online lenders, especially ones not licensed by OJK, to fund gambling or pay gambling debts.
- Lending your bank account, e-wallet or KTP to someone else. Accounts that collect gambling money can be reported and frozen.
- Re-sharing gambling links, adverts or content, even as a joke. Article 27(2) of the ITE Law prohibits distributing gambling content.
- Waiting until you have "won it back" before seeking help. The sooner you stop, the smaller the losses for you and your family.

## Frequently asked questions
