QUICK ANSWER
Who handles hajj and umrah now, and what do I need for the passport, vaccinations and agency licence?
Since September 2025, hajj and umrah have been handled by the Ministry of Hajj and Umrah (Kemenhaj), whose official website is haji.go.id, rather than the Ministry of Religious Affairs (Presidential Regulation 92/2025). Pilgrims use an ordinary passport applied for through M-Paspor, must be vaccinated against meningococcal meningitis and polio with an International Certificate of Vaccination (ICV) booked through the Ministry of Health’s SINKARKES system, and should check that the travel agency is licensed as a PPIU (umrah) or PIHK (special hajj) before paying. Problems with an agency can be reported to Kemenhaj’s WhatsApp Center on +62 823 1101 4646 or pengaduan@haji.go.id.

What to have ready
- Your e-KTP, family card (KK) and birth certificate, marriage book or diploma for a new passport; or your old passport if you are only replacing it.
- Your finished passport, because the international vaccination form on SINKARKES asks for its number and a photo of the data page.
- Your planned departure date, so you can book a vaccination appointment at least 14 days before it.
- The full name of the umrah or special hajj operator, its licence number and its office address.
- Your contract, the cost breakdown and proof of every payment to the company’s official bank account.
How to sort out the paperwork
Make sure you are dealing with Kemenhaj
Hajj and umrah are now handled by the Ministry of Hajj and Umrah (Kemenhaj), not the Ministry of Religious Affairs office. Its official website is haji.go.id, its phone numbers are 021-3900021 and 021-3900020, and its email is kemenhaj.ri@haji.go.id. Locally, go to the Kemenhaj provincial office (kantor wilayah) or the Kemenhaj regency or city office.
Get or check your passport
Hajj and umrah pilgrims use an ordinary passport, electronic or non-electronic, applied for through the M-Paspor app. According to Immigration, a recommendation letter from the Ministry of Religious Affairs is no longer required, and the full name in the passport must be at least two words. Make sure the passport is valid for long enough to apply for a visa.
Check the agency’s licence in the Satu Haji app
Before you pay, look up the agency in Kemenhaj’s Satu Haji app; in the app store, check that the developer is Pusdatin Kementerian Haji dan Umrah RI. Check its licence status, decree (SK) number, accreditation and expiry date. Kemenhaj says an agency not registered as a PPIU is illegal. For special hajj, make sure the operator is licensed as a PIHK; if in doubt, ask a Kemenhaj office.
Book meningitis and polio vaccination on SINKARKES
Go to sinkarkes.kemkes.go.id, choose Registrasi Vaksinasi Internasional (international vaccination registration), then pick a health quarantine centre (Balai Karkes), an appointment date and the vaccine. The appointment must be at least 14 days before departure, and the booking is only valid once staff have verified it and you receive a confirmation email. You can also be vaccinated at a health facility that provides international vaccination.
Keep your ICV and report any problems
After vaccination you receive an International Certificate of Vaccination (ICV); you can check it is genuine under Cek e-ICV on SINKARKES. Keep your contract and payment receipts too. If an agency lets you down or someone claims to be a Kemenhaj officer, report it to the WhatsApp Center on +62 823 1101 4646 or pengaduan@haji.go.id.
What the passport, vaccinations and licence check cost
Checking an agency’s licence in Satu Haji and reporting to Kemenhaj are free. Immigration’s fees for an ordinary passport are: non-electronic, 5 years Rp350,000 and 10 years Rp650,000; electronic, 5 years Rp650,000 and 10 years Rp950,000. Umrah pilgrims arrange and pay for their own meningitis and polio vaccination; at a Balai Karkes the fee follows Government Regulation (PP) 64/2019 on the Ministry of Health’s non-tax state revenue (PNBP).
| Vaccination | Hajj pilgrims | Umrah pilgrims |
|---|---|---|
| Meningococcal meningitis | Required | Required |
| Polio (poliomyelitis) | Required | Required |
| COVID-19 | Required for certain groups, such as people over 65, pregnant women or people with chronic illness, unless they have proof of vaccination or recovery as set out in the circular | Not mentioned |
| Where and cost | Regular hajj 2025: designated health facilities, free. Special hajj: the PIHK makes sure pilgrims are vaccinated and get an ICV | Arranged yourself at a Balai Karkes or a health facility offering international vaccination |
Under Ministry of Health circular HK.02.02/A/1206/2025, regular hajj pilgrims in the 2025 season were vaccinated free of charge at designated health facilities; for later seasons, follow the new circular. The Ministry of Health asks other health facilities to charge in line with the Balai Karkes and suggests going elsewhere if a price looks unreasonable. We do not list the amounts for the vaccine or the ICV booklet because we have not found them in a current official source; ask for the official bill before you are vaccinated.
The Ministry of Hajj and Umrah replaces Kemenag and BP Haji
Law 14/2025, the third amendment to Law 8/2019 on the organisation of hajj and umrah, has been in force since 4 September 2025. To implement it, Presidential Regulation (Perpres) 92/2025 on the Ministry of Hajj and Umrah was signed and took effect on 8 September 2025. The ministry’s job is to run the government’s hajj and umrah affairs. The regulation revoked Perpres 154/2024 on the Hajj Organising Agency (BP Haji) and the hajj and umrah provisions of Perpres 152/2024 on the Ministry of Religious Affairs.
Kemenhaj says the functions of the Ministry of Religious Affairs’ Directorate General of Hajj and Umrah were transferred in full once the new ministry was set up. Perpres 92/2025 includes a transition: until Kemenhaj’s regional offices were in place, regional work was carried out by staff in the Ministry of Religious Affairs’ regional offices. By 2026, Kemenhaj was serving the public through provincial offices and regency and city offices, including for complaints.
Kemenhaj’s official contacts are 021-3900021 and 021-3900020 and kemenhaj.ri@haji.go.id; its complaint channels are the WhatsApp Center on +62 823 1101 4646 and pengaduan@haji.go.id. Kemenhaj stresses that official information is only shared through its official channels. Since 1 July 2026, umrah and special hajj pilgrims flying out of or back into Soekarno-Hatta Airport must use Terminal 2F, and agencies are asked to bring pilgrims there at least 4 hours before departure (circular SE-153/BN/2026).
Passports, required vaccinations and the ICV
There is no special hajj or umrah passport. Immigration says pilgrims use the same Indonesian passport as any other citizen, a Ministry of Religious Affairs recommendation letter is no longer required, and the full name in the passport must be at least two words (Immigration’s example: Arief Budiman), following a Ministry of Religious Affairs circular of 21 April 2022. Immigration tips from January 2023 still mention three words; we follow Immigration’s more recent statement (May 2023). If your name is a single word, ask an Immigration office before applying.
Ministry of Health circular HK.02.02/A/1206/2025 requires meningococcal meningitis and polio vaccination for umrah pilgrims and other travellers to Saudi Arabia, and meningococcal meningitis, polio and COVID-19 (for certain groups) for hajj pilgrims. It revoked the 2024 circular, which covered only the meningitis vaccine. Umrah pilgrims arrange it themselves at a Balai Karkes (health quarantine centre) or a health facility offering international vaccination; for special hajj, the PIHK must make sure its pilgrims are vaccinated and receive an ICV.
International vaccination is booked on the Ministry of Health’s SINKARKES system. Each Balai Karkes has a quota, services run Monday to Friday from 08.00, and anyone who does not yet have a passport is asked to go to the nearest Balai Karkes in person. According to the Ministry of Health, the quadrivalent (ACYW) polysaccharide meningitis vaccine available in Indonesia is valid for 3 years. Avoid offers of an ICV without vaccination; you can check a certificate is genuine and valid under Cek e-ICV on SINKARKES.
PPIU and PIHK licences, and the full guides on MyDeenPath
A PPIU (Penyelenggara Perjalanan Ibadah Umrah) is a travel agency licensed to take pilgrims on umrah, and a PIHK (Penyelenggara Ibadah Haji Khusus) is licensed to run special hajj. Their licences and pilgrim reports are managed in Siskopatuh, the integrated system for umrah and special hajj, which only operators use. As of 29 September 2026, Kemenhaj had 3,631 PPIUs registered in Siskopatuh, half of them inactive, so what matters is the licence status, not just the name.
For the public, Kemenhaj points to Satu Haji for checking licence status, decree number, accreditation and expiry. Kemenhaj also advises making sure there is a physical office and at least two years of operating history, being wary of unreasonably cheap packages, asking for a cost breakdown plus proof of hotel bookings and the departure schedule before paying in full, reading the refund and insurance clauses in the contract, and paying only into the company’s official bank account.
This page is deliberately short and covers only the paperwork. Full hajj and umrah guides, including registration, costs, istithaah (being able, including medically fit, to go), choosing a travel agency, and complaints and refunds, are on our sister site, MyDeenPath.
Things to check carefully
- Going to the Ministry of Religious Affairs office about hajj or umrah. Since September 2025 this has been handled by Kemenhaj and its regional offices.
- Paying an agency or “partner” that is not listed as a PPIU in Satu Haji, or whose licence is no longer active.
- Leaving vaccination too late. SINKARKES only accepts appointments at least 14 days before departure, and each Balai Karkes has a limited quota.
- Giving your NIK, family card number, OTP, bank details or photos of documents to someone claiming to be a Kemenhaj officer by phone or WhatsApp.
Frequently asked questions
Who handles hajj and umrah in Indonesia now?
The Ministry of Hajj and Umrah (Kemenhaj). It was created by Presidential Regulation 92/2025 on 8 September 2025 and took over hajj and umrah duties from the Ministry of Religious Affairs and the Hajj Organising Agency. Its official website is haji.go.id; locally there are Kemenhaj provincial offices and regency and city offices.
Do I need a special passport for hajj or umrah?
No. Pilgrims use an ordinary passport, electronic or non-electronic, applied for through M-Paspor. According to Immigration, a Ministry of Religious Affairs recommendation letter is no longer needed and the full name in the passport must be at least two words.
Is the meningitis vaccine compulsory for umrah?
Yes. Under Ministry of Health circular HK.02.02/A/1206/2025, umrah pilgrims must be vaccinated against meningococcal meningitis and polio, shown by an International Certificate of Vaccination (ICV). Hajj pilgrims must be too, plus COVID-19 for certain groups. The rules follow Saudi health requirements and can change each season.
How long before departure should I get the meningitis vaccine?
At least 14 days before departure, because SINKARKES only accepts appointments that far ahead. The Ministry of Health, citing Saudi rules, says the meningitis vaccine should be given at least 10 days before arrival, and the quadrivalent polysaccharide meningitis vaccine is valid for 3 years. For hajj 2025, the polio vaccine was given 2–4 weeks before departure at the latest.
How do I check that an umrah travel agency is licensed?
Look it up in Kemenhaj’s Satu Haji app and check its licence status, decree (SK) number, accreditation and expiry date. Kemenhaj says an agency not registered as a PPIU is illegal. Also make sure it has a physical office and at least two years of history; if in doubt, ask a Kemenhaj office or the WhatsApp Center on +62 823 1101 4646.
Where do I report a problem with an umrah or special hajj operator?
To Kemenhaj’s WhatsApp Center on +62 823 1101 4646, by email to pengaduan@haji.go.id, or at a Kemenhaj provincial, regency or city office. Include what happened, the agency’s name, your contract and proof of payment. Kemenhaj mediates between pilgrims and agencies and refers cases that cannot be settled to the police.
