FOR FOREIGNERS AND THEIR FAMILIES

Living in Indonesia
as a foreigner.

The order in which foreigners, spouses of Indonesian citizens and HR teams usually deal with official requirements, with the latest official sources.

QUICK ANSWER

What does a foreigner need to live in Indonesia?

A foreigner needs a visa that matches the activity they will actually undertake, applied for through the official e-Visa portal. A limited-stay visa becomes an ITAS (KITAS), which must be extended and paid for before it expires, and every change of address must be reported to Immigration. Every passenger arriving from abroad at an airport or seaport completes the All Indonesia declaration. Foreigners who work in Indonesia for at least six months must join BPJS, and for driving, visitors use an international driving permit while KITAP holders and KITAS holders working as experts or studying can apply for an Indonesian SIM.

Questions foreigners often ask

Are ITAS and KITAS the same thing?

They refer to the same permit. ITAS is the limited stay permit, and KITAS refers to its card. The card is now issued virtually by email (often called an e-ITAS) and can also be printed. The same applies to ITAP and KITAP. Read the guide.

Is All Indonesia a visa?

No. A declaration does not replace a visa or immigration permission. Read the guide.

What is the overstay fine in Indonesia?

PP 45/2024 sets an overstay charge of Rp1,000,000 a day for foreigners who stay beyond their permit by under 60 days. If it is not paid, or the overstay reaches 60 days or more, the foreigner is deported and banned from entry. Paying the charge does not extend your permit; apply for an extension if your permit can still be extended. Read the guide.

Must I report a change of address to Immigration?

Yes. The Immigration Law requires foreigners to report changes of address, civil status, nationality, occupation or sponsor to the local immigration office, with a fine of up to category II (Rp10,000,000) since Law 1/2026 on criminal penalty adjustment took effect on 2 January 2026. Sponsors must also report address changes of the foreigners they sponsor. Read the guide.

Do foreigners have to join BPJS Kesehatan?

Yes, if they work in Indonesia for at least six months. Law 24/2011 requires everyone, including foreigners with that length of work, to join social security. Employees are registered by their employer; self-employed people register themselves. Read the guide.

Do I still need private health insurance?

Often, yes. JKN does not cover treatment abroad or certain other services. To upgrade the care class or use executive outpatient services, the Presidential Regulation allows supplementary health insurance or paying the difference, except for PBPU and Non-Worker members in Class III. Read the guide.

Can tourists drive in Indonesia with an international driving permit?

Police Regulation 5/2021 states that international driving permits issued by other countries are valid in Indonesia under the UN Convention on Road Traffic or other international agreements. Carry a valid international permit; in Bali, Governor's Circular 7/2025 asks for a valid international or national licence. Read the guide.

Can a tourist get an Indonesian SIM?

The current Police Regulation 5/2021 does not list a visit permit among the immigration documents for a SIM; it names the KITAP, diplomatic documents, and a service visa or KITAS for experts and students. Police pages that still mention visit permits refer to Chief of Police Regulation 9/2012, which has been revoked. Read the guide.

Do citizens and foreign visitors pay an IMEI registration fee?

No. Registration is free, but duty and import tax may be payable depending on value and circumstances. Read the guide.

Does marrying an Indonesian give me an Indonesian passport?

No. A foreign spouse keeps their nationality passport; residence and naturalisation are separate procedures. Read the guide.
