Prepare your All Indonesia arrival declaration, understand land-border customs, and check IMEI and quarantine requirements using official sources.

All Indonesia combines immigration, customs, health and quarantine declarations for people arriving from abroad by air or sea, including returning Indonesian citizens and foreign visitors. Complete it from three days before arrival through arrival day and save the QR code. For land borders, check the declaration channel used at your crossing.

Steps you can follow
Choose the correct arrival channel
Use the official All Indonesia portal for air or sea arrivals. Customs directs land-border arrivals to e-CD. The following steps concern All Indonesia; land travellers should follow their crossing’s instructions.
Enter traveller information
Choose the appropriate traveller category and copy personal details from the passport.
Add your journey
Enter the arrival details and address. Check the date and transport information before continuing.
Complete the declarations
Answer the health, customs and quarantine questions truthfully, including goods that need to be declared.
Review and save the QR code
Check your entries, submit through the official portal, and save the QR code for presentation to officers. Keep it accessible if your connection is unavailable.
Costs and timing
The arrival declaration is free. This does not mean visa charges, import duties, taxes or other separately applicable requirements are waived. Avoid sites charging an unnecessary processing fee for the form.

Air, sea and land arrivals
The national customs arrival page directs air and sea arrivals to All Indonesia. It directs land-border customs declarations to Electronic Customs Declaration (e-CD). Confirm the channel at your intended PLBN land crossing because services can change.
Imported phones and IMEI registration
If bringing a phone, handheld computer or tablet obtained abroad for use with an Indonesian SIM, check the customs IMEI requirements. Declare the device accurately. A declaration QR code alone does not establish that registration is complete.
Soekarno-Hatta customs guidance directs travellers who declared their device to the IMEI counter for verification and recording. Prepare the passport, boarding pass, device and purchase evidence if requested. The registration service is free, but import duties and taxes may apply.
Food, animals, fish and plants
Quarantine requirements can cover animal, fish and plant products, including processed products. Packaged food is not automatically exempt. Declare relevant goods and report them to quarantine officers. Check the specific requirements before travelling; completing a declaration is not itself permission to import the goods.
Families and travel documents
Check the official group/family instructions and the details of every person included. People travelling together should keep the declaration accessible and follow officers’ directions.
An arrival declaration is different from a passport, visa or permission to stay. Foreign visitors must independently meet the immigration conditions that apply to their nationality and purpose. An Indonesian passport application is handled separately through Immigration.
Things to check carefully
- Use allindonesia.imigrasi.go.id rather than a look-alike payment site.
- Do not treat one family submission as permission to omit a traveller or their goods.
- Keep your passport and declaration available for inspection.
Frequently asked questions
Do returning Indonesian citizens need it?
Yes, the air/sea arrival guidance includes returning Indonesian citizens. Land arrivals should check the customs channel for their border crossing.
Must I install an app?
The official web portal provides an alternative; follow the options currently offered by Immigration.
Does the QR code confirm my phone is registered?
Not by itself. Follow customs verification and IMEI recording instructions at your arrival point.
Does processed food need declaring?
Animal, fish or plant products can remain subject to quarantine after processing. Declare relevant goods and ask officers to confirm the applicable requirements.
Is All Indonesia a visa?
No. A declaration does not replace a visa or immigration permission.
