What to check

  • The PDF of the current joint ministerial decree (SKB): for 2026, Nos. 1497, 2 and 5 of 2025; for 2027, Nos. 1205, 3 and 2 of 2026.
  • If you are a civil servant (ASN), the Presidential Decree on ASN collective leave. For 2026 this is Presidential Decree 42/2025.

How to plan holidays and leave

  1. Take the list from the latest decree

    Use the decree PDF on the Coordinating Ministry for Human Development and Culture (Kemenko PMK) website or a ministry legal database, not a printed calendar or a social media post. Also check for any amending decree; for the 2025 list, the government issued an amendment on 7 August 2025.

  2. Mark holidays that await the Minister of Religious Affairs' decision

    The dates of 1 Ramadan, Idulfitri and Iduladha are set by decree of the Minister of Religious Affairs. Follow the result of the ministry's isbat session before confirming tickets or leave around those holidays.

  3. Check how your workplace applies collective leave

    Civil servants follow the Presidential Decree on ASN collective leave. Private-sector workers should check their employment contract, company regulations, PKB or HR notices, because the decree leaves collective leave in the private sector to each employer's leadership.

  4. Work out your remaining annual leave

    If your employer applies collective leave and deducts it from annual leave, subtract the collective leave days it applies from your entitlement. The annual leave entitlement is at least 12 working days after 12 months of continuous work.

  5. Agree holiday work in writing

    Overtime must be based on an instruction from the employer and the worker's agreement, in writing and/or through digital media. Keep the overtime list that shows your name and the number of overtime hours.

  6. Calculate overtime pay and report non-payment

    Work out your hourly wage (1/173 of monthly pay), then apply the holiday overtime rates for your working pattern. If overtime is not paid, raise it with your employer or trade union, then file a complaint with the Ministry of Manpower through Lapor Menaker.

Overtime pay on public holidays

There is no fee to view or download the decree; it is freely available on ministry websites. If you work on an official public holiday, your employer must pay overtime. On a five-day week: hours 1 to 8 are paid at twice the hourly wage, hour 9 at three times, and hours 10 to 12 at four times. On a six-day week: hours 1 to 7 at twice, hour 8 at three times, and hours 9 to 11 at four times. The hourly wage is 1/173 of monthly pay.

Example: monthly pay of Rp5,190,000 gives an hourly wage of Rp30,000. Working 8 hours on a public holiday on a five-day week: 8 × 2 × Rp30,000 = Rp480,000. On a six-day week: (7 × 2 + 1 × 3) × Rp30,000 = Rp510,000. An employer that already pays overtime under another name at the same or a better rate may keep doing so (PP 35/2021, Article 34).

Collective leave for civil servants and private-sector workers

The 2026 decree contains three key provisions. The fourth dictum: collective leave reduces the annual leave entitlement of employees and workers in line with legislation and the rules of each work unit or company. The fifth dictum: collective leave for civil servants (ASN) follows the relevant legislation. The sixth dictum: collective leave in private institutions is arranged by each organisation's leadership. The 2027 decree contains the same three provisions.

For civil servants, collective leave for 2026 was set by Presidential Decree 42/2025 of 31 December 2025, with the same eight dates as the joint decree. It states that collective leave does not reduce civil servants' annual leave entitlement. Civil servants who, because of their post, are not given collective leave receive extra annual leave equal to the collective leave days not granted.

For private-sector workers, the Coordinating Minister for Human Development and Culture said on 15 September 2026 that collective leave is optional for the private sector and depends on each company's policy. The Manpower Law, as amended by Law 6/2023, sets annual leave at no fewer than 12 working days after 12 months of continuous work, with the arrangements set in the employment contract, company regulations or PKB. Whether your office closes on collective leave days, and whether your annual leave is reduced, is therefore answered in those documents.

Working on a public holiday and overtime pay

Article 85 of Law 13/2003 states that workers are not obliged to work on official public holidays. An employer may ask workers to work on a public holiday if the type and nature of the work require it to run continuously, or in other situations by agreement, and must pay overtime. The decree also asks public-service units, such as hospitals, community health centres, telecommunications, electricity, drinking water, fire services, security, banking and transport, to arrange staff duties on public holidays and collective leave days.

Article 31 of Government Regulation (PP) 35/2021 sets overtime rates for weekly rest days and/or official public holidays. On a six-day, 40-hour week: hours 1 to 7 are paid at twice the hourly wage, hour 8 at three times, and hours 9 to 11 at four times. If the holiday falls on the shortest working day: hours 1 to 5 at twice, hour 6 at three times, and hours 7 to 9 at four times. On a five-day, 40-hour week: hours 1 to 8 at twice, hour 9 at three times, and hours 10 to 12 at four times.

The hourly wage is 1/173 of monthly pay. If pay consists of basic pay and fixed allowances, the calculation uses 100% of pay; if there are variable allowances and basic pay plus fixed allowances come to less than 75% of total pay, the calculation uses 75% of total pay. For daily-paid workers, monthly pay is the daily wage multiplied by 25 (six-day week) or 21 (five-day week). The overtime limit of 4 hours a day and 18 hours a week does not include overtime on weekly rest days and official public holidays.

Overtime of 4 hours or more must come with food and drink of at least 1,400 kilocalories, which cannot be replaced with money. Workers in certain senior roles, meaning those who think, plan, carry out or control the running of the company, whose working time cannot be limited and who receive higher pay, may be excluded from overtime pay if this is set out in the employment contract, company regulations or PKB.

Holidays whose dates can move, and Nyepi

The decree states that the dates of 1 Ramadan, Idulfitri and Iduladha are set by decree of the Minister of Religious Affairs. In 2026, the ministry's isbat session on 19 March 2026 set 1 Syawal 1447 AH on Saturday 21 March 2026, and the ministry set 1 Zulhijah 1447 AH on 18 May 2026, putting Iduladha on Wednesday 27 May 2026. Both matched the dates in the decree.

For 2027, the decree lists Idulfitri 1448 AH on Wednesday 10 and Thursday 11 March 2027 and Iduladha 1448 AH on Monday 17 May 2027. These dates still await the Minister of Religious Affairs' decision closer to each holiday. The 2027 decree also lists Isra Mikraj twice: 1448 AH on Tuesday 5 January 2027 and 1449 AH on Sunday 26 December 2027.

Nyepi, the Hindu Day of Silence (Saka New Year), is listed as a national public holiday in the decree, so it applies across Indonesia, not only in Bali. In 2026 it fell on Thursday 19 March 2026, with collective leave on Wednesday 18 March 2026; in 2027 it falls on Monday 8 March 2027. Public holidays and collective leave in 2027

The 2027 list was set by Joint Decree of the Minister of Religious Affairs, the Minister of Manpower and the Minister for Administrative and Bureaucratic Reform Nos. 1205 of 2026, 3 of 2026 and 2 of 2026, signed in Jakarta on 15 September 2026. It contains 18 public holidays and 8 collective leave days.

Seven of the 2027 public holidays fall on a Saturday or Sunday, and the decree does not move them to weekdays. For civil servants, collective leave is set by a separate Presidential Decree; for 2026 this was Presidential Decree 42/2025, so check the 2027 decree once it is issued.

Things to check carefully

  • Relying on a printed calendar, a social media image or an old web page. Use the latest decree PDF and check for any amending decree.
  • Treating collective leave as a public holiday. For private-sector workers, collective leave is arranged by the employer and can reduce annual leave.
  • Assuming civil servants' 2026 annual leave is reduced by collective leave. Presidential Decree 42/2025 says it is not.
  • Calculating holiday overtime at the ordinary weekday rate (1.5 times for the first hour). On official public holidays the rate starts at twice the hourly wage.
  • Booking Lebaran travel only on the decree's dates without following the Minister of Religious Affairs' decision after the isbat session.

Frequently asked questions

Are there public holidays in October or November 2026?

No. Under Joint Decree Nos. 1497, 2 and 5 of 2025 there are no public holidays or collective leave days in September, October or November 2026. After the Prophet’s Birthday on 25 August 2026, the next days off are collective leave on Thursday 24 December and Christmas Day on Friday 25 December 2026, then New Year’s Day on Friday 1 January 2027.

When is the Christmas collective leave day in 2026?

Thursday 24 December 2026. The next day, Friday 25 December 2026, is the Christmas Day public holiday. If your workplace applies collective leave and has Saturdays and Sundays off, the break runs from 24 to 27 December 2026. The date also appears in Presidential Decree 42/2025 for civil servants.

Does collective leave (cuti bersama) reduce annual leave?

It can for private-sector workers; for civil servants in 2026 it does not. The joint decree says collective leave reduces annual leave in line with legislation and each company's rules, while Presidential Decree 42/2025 says it does not reduce civil servants' annual leave. Check your employment contract, company regulations or PKB.

Must private companies give staff the collective leave days off?

No. The decree leaves collective leave in private institutions to each organisation's leadership, and the Coordinating Minister for Human Development and Culture described it as optional for the private sector. Follow your company's rules and notices.
