How to travel with a pet in Indonesia
Check that the route and destination allow it
Check the rules at both ends before buying tickets. Bali still lists a governor's regulation closing the entry and exit of dogs, cats and monkeys. For travel abroad, read the destination country's requirements first. If in doubt, contact the quarantine office (UPT) at origin or destination using the UPT list on the Barantin website.
Complete rabies vaccination and a titre test
Barantin requires dogs and cats, as rabies-carrying animals (HPR), to travel with a vaccination book and a protective rabies antibody titre result. South Sulawesi Quarantine states the protective threshold as at least 0.5 IU/ml. Vaccination and titre testing can be done at a veterinary-authority or accredited laboratory; start early because laboratory results take time.
Get a veterinary certificate (SKKH)
For domestic travel, obtain a veterinary certificate from the provincial or district/city veterinary authority at origin, usually through the local animal-health office (Dinas). The animal is examined first; requirements, processing time and fees vary by region. For travel abroad, the certificate comes from the national veterinary authority; the Directorate General of Livestock and Animal Health (Ditjen PKH) handles pet export recommendations through SIMREK PKH.
Apply through PTK Online
Register at ptk.karantinaindonesia.go.id, report the planned movement of the animal and upload your documents. You can also track the application there. If the system has problems, contact your local UPT or the Barantin WhatsApp Center on +62 811-1920-336.
Hand the animal over at departure
Bring the animal and original documents to the quarantine officers at the departure airport or port. Officers check the documents and the animal's health. If it meets the requirements and is free of quarantine animal pests and diseases (HPHK), a Quarantine Animal Health Certificate is issued. Pay the non-tax state revenue (PNBP) with a billing code or an EDC card machine, never into a personal account.
Follow the airline's or ship's rules
Barantin notes that rules and charges for taking animals into the cabin vary between airlines. Ask the airline or ship operator whether the animal can travel in the cabin, hold or cargo, what carrier size is allowed and what it costs. Carrier permission does not replace quarantine documents.
Report again on arrival
At the destination airport or port, report the animal to quarantine officers. They verify the documents and examine the animal. If everything is in order, the animal is released with a Quarantine Release Certificate; if not, officers may order treatment, refusal or destruction.
How much it costs to travel with a pet in Indonesia
Indonesian Quarantine Agency PNBP fees are set by Minister of Finance Regulation (PMK) 27 of 2024. For a dog or cat, physical inspection costs Rp10,000 per animal for inter-area or export movements and Rp20,000 per animal for imports, plus Rp5,000 per quarantine certificate. Other fees apply only if the action is carried out, such as pet housing for inter-area movements at Rp2,000 per cage per day, vaccination by quarantine at Rp20,000 per animal, or laboratory tests per sample. Ministry of Agriculture recommendations through SIMREK PKH for a dog or cat cost Rp50,000 per document for imports and Rp25,000 for exports. SKKH fees follow regional rules; veterinary, non-government laboratory and airline charges are separate.

Pay PNBP only with the billing code or EDC machine provided by officers. PMK 27/2024 fees exclude quarantine officers' official travel costs; if any apply, they are charged to the payer. The Barantin homepage offers a quarantine fee simulator based on PMK 27/2024.
Bali and areas protecting rabies-free status
Bali's Agriculture and Food Security Office still lists Bali Governor Regulation 88 of 2008 among its regulations. It temporarily closes the entry and exit of dogs, cats, monkeys and similar animals to and from Bali. Governor Regulation 19 of 2010 classes keeping an animal as your own pet as commercial circulation and prohibits commercial circulation of rabies-carrying animals from outside Bali island.
The same regulation allows only non-commercial movements, such as for religious ceremonies, state security, science or conservation, through an application to the Governor with extra requirements. Do not buy tickets or ship an animal to or from Bali until Bali Quarantine and the relevant office have confirmed in writing.
Other areas also protect rabies-free status by controlling animal movements. In September 2026 Barantin described the Bangka Belitung Islands as rabies-free, and in October 2025 the Ministry of Agriculture's Director of Animal Health said East Java, Central Java and Yogyakarta remained rabies-free. Status and extra requirements can change, so ask the destination UPT.
Taking a pet abroad or bringing one home
To leave Indonesia, Barantin asks for a veterinary certificate from the national veterinary authority, disease test results, a vaccination book and a rabies titre result, plus the destination country's technical requirements. Apply through PTK Online and hand the animal over at an official airport or port. After quarantine checks, Barantin issues an Animal Health Certificate.
To bring a dog or cat into Indonesia, the animal must not come from a country with a current rabies outbreak and needs a health certificate from the country of origin, a vaccination book and a titre result. Barantin's import procedure lists an import recommendation from the Ministry of Agriculture; Ditjen PKH processes it through SIMREK PKH, and individuals can apply. Owners also register with SSm QC and submit a prior notice at notice.karantinaindonesia.go.id before leaving the country of origin, then hand the animal to officers on arrival. Isolation and observation at an Animal Quarantine Installation happen if needed.
Guide, assistance or emotional support animals (ESA) brought from abroad are treated as accompanied baggage, up to two animals. Requirements include a letter from a mental-health professional in the country of origin, at least six months' health history, rabies and distemper vaccination, an identity book or microchip, a pet passport and a rabies test result. Barantin says ESA owners can go straight to All Indonesia.
Birds and other pets
Birds and other animals are also carriers that must be reported to quarantine. East Java Quarantine stopped hundreds of wild birds being smuggled from Bali to Wonogiri at Ketapang port, and stressed that wild birds moved between islands need a quarantine health certificate and an SATS-DN permit from the nature conservation agency (BKSDA), because of the risk of spreading zoonotic disease.
Wild birds moved between areas or islands need a quarantine health certificate and a domestic wildlife transport permit (SATS-DN) from the Natural Resources Conservation Agency (BKSDA). Do not move protected species without forestry authorisation. Under PMK 27/2024, inter-area physical inspection of pet birds costs Rp10,000 per large bird and Rp3,000 per small bird.
Missing documents or failing to report
Law 21 of 2019 requires anyone moving a carrier between areas to hold a health certificate, use designated entry and exit points, and report and hand it over to quarantine officers. If the animal transits in another area, a transit certificate from the quarantine officer at the transit point is needed.
After inspection, officers may release, treat, refuse or destroy the carrier. Since Law 1/2026 on criminal penalty adjustment took effect on 2 January 2026, a breach of Article 88 of Law 21 of 2019 carries up to two years' imprisonment and/or a fine of up to category III (Rp50,000,000); Barantin's page still quotes the old fine of up to Rp2 billion. For an ESA from abroad with incomplete documents, detention lasts up to three working days before refusal if the documents cannot be completed. Under Annex I of Law 1/2026, bringing a carrier in from abroad without a certificate or report (Law 21/2019 Article 86) carries up to 10 years and/or a fine of up to category VI (Rp2 billion), while taking one out of Indonesia without meeting the requirements (Article 87) carries up to 3 years and/or a fine of up to category III.
Things to check carefully
- Assuming an airline ticket or pet permission replaces quarantine documents.
- Planning to take a dog or cat to or from Bali without written confirmation from Bali Quarantine and the relevant office.
- Reporting only at departure and forgetting to report to quarantine again on arrival.
- Paying quarantine PNBP into a personal account; official payment uses a billing code or EDC machine.
- Leaving vaccination and the titre test until just before departure, when laboratory results take time.
- Moving wild birds or protected species without a health certificate and SATS-DN.
Frequently asked questions
Can my cat travel in the aircraft cabin?
That is the airline's decision. Barantin notes that rules and charges for cabin animals vary between airlines. Wherever the animal travels, quarantine documents and checks are still required.
What is the difference between an SKKH, a veterinary certificate and a quarantine certificate?
An SKKH or veterinary certificate is issued by an authorised veterinarian in the area of origin, usually through the local animal-health office. The Quarantine Animal Health Certificate is issued by Barantin after inspection at the departure airport or port. You need the first to obtain the second.
What rabies titre counts as protective?
South Sulawesi Quarantine says the rabies antibody titre must be above the protective threshold of at least 0.5 IU/ml before an animal health certificate is issued. Testing can be done at a veterinary-authority or accredited laboratory.
Does a cat need a microchip for a domestic flight?
The inter-area quarantine sources we checked do not list a microchip as a general requirement. A microchip or identity book is listed for emotional support animals arriving from abroad, and destination countries may require one. Ask the quarantine UPT if unsure.
Can I bring a dog or cat to Bali?
Bali's agriculture office still lists Governor Regulation 88/2008, which prohibits anyone from bringing rabies-carrying animals into or out of Bali. Governor Regulation 19/2010 also prohibits bringing them from outside Bali island to keep as pets. Contact Bali Quarantine before buying tickets.
What if my flight transits in another city?
Law 21 of 2019 requires a carrier that transits in an area to have a transit certificate from the quarantine officer at the transit point. Ask the UPT when you apply through PTK Online.
How do I bring my cat home from abroad?
Prepare a health certificate from the country of origin, a vaccination book and a titre result. Apply for a pet import recommendation through SIMREK PKH, register with SSm QC and submit a prior notice before departure. On arrival in Indonesia, hand the animal to quarantine officers.
How much does quarantine cost for a cat travelling between islands?
