Social assistance

Indonesia’s social assistance programmes in 2026: PKH, Sembako, PBI JK, PIP, KIP Kuliah and village cash aid

Indonesia’s main 2026 social assistance (bansos) schemes: PKH, Sembako, PBI JK, PIP, KIP Kuliah, village cash aid and rice aid, DTSEN deciles, and how to check.

English edition. Official forms and source documents may be in Indonesian.

QUICK ANSWER

What social assistance schemes run in Indonesia in 2026, and who qualifies?

Indonesia’s main social assistance (bansos) schemes in 2026 are PKH and Sembako (BPNT) from the Ministry of Social Affairs (Kemensos), government-paid BPJS Kesehatan contributions (PBI JK), PIP for school pupils, KIP Kuliah for university students, village cash aid (BLT Desa) from the Village Fund, and rice aid. Almost all of them use the National Socio-Economic Single Data (DTSEN): the Cek Bansos portal says families in deciles 1–4 can be put forward for PKH and Sembako, and decile 5 for PBI JK. Being in a given decile does not mean you automatically receive anything, because each scheme has its own criteria, quota and route for proposals.

Guide contents

What to have ready

  • Your 16-digit NIK and family card (KK) number, matching the civil registry (Dukcapil).
  • Your search result from cekbansos.kemensos.go.id, including your family’s decile if shown.
  • A list of household members who may qualify: pregnant women, children under five, schoolchildren, older people or people with disabilities.
  • Your child’s NISN pupil number for PIP, or a KIP Kuliah portal account for prospective students.
  • The name of your village (desa) or urban ward (kelurahan), your RT/RW, and contact details for the regency or city social affairs office (dinas sosial).

How to find the schemes that fit your family

  1. Check your status and decile

Enter your NIK at cekbansos.kemensos.go.id or in the Cek Bansos app. The result comes from DTSEN and can show your family’s decile and any assistance you currently receive.

  2. Understand what the decile means

A decile is a relative welfare ranking from 1 (lowest) to 10 (highest). According to Statistics Indonesia (BPS), a decile is not a list of recipients; each scheme uses deciles under its own rules.

  3. Match it to the schemes

Use the table below to see who each scheme is for, how recipients are chosen, and where to check, propose or object.

  4. Make sure your civil registration data are correct

DTSEN is matched against Dukcapil records, and an invalid NIK or family card number is left out. If your name, NIK or family card is wrong, have it corrected at Dukcapil first.

  5. Propose yourself or update your data

If you are not listed or your data do not reflect your real situation, submit a proposal or objection through the Cek Bansos app, your village or ward office, or the social affairs office. For PKH and BPNT in 2027, Kemensos has also opened registration on Perlinsos Digital.

  6. Use each scheme’s own channel

PIP goes through the school and SIPINTAR, KIP Kuliah through the KIP Kuliah portal, village cash aid through the village meeting (musyawarah desa), and PBI JK through the social affairs office and BPJS Kesehatan.

Costs and benefit amounts

Checking, proposing and objecting to social assistance data cost nothing, and the Cek Bansos app is free in the official app stores. Official 2026 amounts we found: PIP per semester is Rp225,000 for kindergarten, primary school and Paket A, Rp375,000 for junior secondary and Paket B, and Rp900,000 for senior secondary, vocational school and Paket C (Kepmendikdasmen 171/2026); village cash aid is up to Rp300,000 a month per family (Permendes PDT 16/2025); and rice aid for the July 2026 period was 10 kg of rice per recipient. We have not found 2026 amounts for PKH or Sembako on the official Kemensos pages.

Main central-government and village social assistance schemes in 2026, checked 14 October 2026. Amounts and dates are given only where officially announced for 2026.

The Kemensos PKH page we checked on 14 October 2026 still shows the 2025 benefit rates, so we do not give them as 2026 figures. We also leave out payment dates for each stage because they have not been announced on an official source. For KIP Kuliah, the portal FAQ gives a living allowance of Rp800,000–Rp1,400,000 a month depending on where the university is, on top of tuition paid directly to the university.

DTSEN and deciles: the basis for almost every scheme

The National Socio-Economic Single Data (DTSEN) is a single database of individuals and families covering their social and economic situation and their family welfare ranking. It was formed by combining the Integrated Social Welfare Data (DTKS), the Socio-Economic Registration (Regsosek) and the targeting data for eliminating extreme poverty (P3KE), and is matched against Dukcapil civil registration data. Under Presidential Instruction 4/2025, BPS builds and manages DTSEN, while Minister of Social Affairs Regulation (Permensos) 3/2025 requires Kemensos units to use DTSEN when giving social assistance.

A decile groups families by their relative welfare. Families are ranked and then split into 10 groups of about 10% each; decile 1 is the lowest group and decile 10 the highest. BPS calculates it with a statistical method called a Proxy Means Test, using many characteristics together, including housing, drinking water source, cooking fuel, assets, electricity connection and use, household make-up, education, work, health and disability.

BPS stresses that a decile is not an absolute measure of poverty and not a list of recipients. Each ministry uses deciles under its own scheme rules, and a change in one thing, such as your electricity connection, does not automatically move your decile. DTSEN is updated periodically; as of 10 July 2026 the current version is DTSEN Version 3 of 2026.

PKH, Sembako and PBI JK from Kemensos

The Family Hope Programme (PKH) is conditional cash assistance for poor and vulnerable families with a pregnant woman, a child under five, a schoolchild, a person with disabilities or an older person. It is paid in stages over the year through Himbara (state-owned) banks and PT Pos Indonesia. The Sembako programme, which grew out of Non-Cash Food Assistance (BPNT), helps poor and vulnerable families meet their food needs and is paid through the Prosperous Family Card (KKS) or bank and post office channels.

According to the Kemensos Sembako page, recipients may not be civil servants (ASN), members of the military or police, retired civil servants, military or police receiving a pension, social workers attached to the programme (pendamping sosial), or certified teachers. Nor may they have a regular income from the state or regional budget, be registered as an owner, director or commissioner of a CV partnership, or earn more than the regency or city minimum wage.

PBI JK (Health Insurance Contribution Assistance) members are people living in poverty and people unable to pay, whose BPJS Kesehatan contributions are paid by the government. Permensos 3/2026 says PBI JK members come from DTSEN, except in a disaster, when people needing social care are found without support, in an emergency, or under a government policy. Changes to PBI JK data are set by the Minister of Social Affairs every month, and a baby born to a PBI JK mother automatically becomes a PBI JK member.

Education support: PIP, KIP Kuliah and Sekolah Rakyat

The Smart Indonesia Programme (PIP) is governed by Permendikdasmen 11/2026 and is for pupils from poor and near-poor families who are listed as active in Dapodik (the school database) and aged 5 to under 22; the age limit does not apply to pupils with disabilities. Dapodik pupil data are matched with social welfare data, and then schools, local government and other stakeholders check eligibility. How to check status and activate the bank account is covered in our PIP guide.

KIP Kuliah is governed by Permendiktisaintek 2/2026. It is for prospective and current university students from low-income families listed in DTSEN in the very poor to near-poor groups (deciles 1–4); if they are not listed, their parents’ or guardians’ income must not exceed the provincial minimum wage (UMP). BPS’s Cek DTSEN channel has a special option for PIP and KIP Kuliah applicants for the 2026/2027 school year to check their family’s socio-economic data.

Sekolah Rakyat are Kemensos boarding schools for children from poor and extremely poor families according to DTSEN. Requirements, locations and announcements are on the official portal, sekolahrakyat.kemensos.go.id.

Village cash aid and rice aid

Village cash aid (BLT Desa) is money from the Village Fund (Dana Desa) for recipient families decided at a village meeting (musyawarah desa). For 2026, Permendes PDT 16/2025 sets it at up to Rp300,000 a month per family, paid for no more than three months at a time, with priority for families in extreme poverty living in that village according to government data.

If the village has no government data on poor families, the village head may choose candidates using these criteria: having lost their livelihood; having a household member with a long-term or chronic illness or a disability; not receiving PKH; a household of one older person living alone; or a woman heading a poor household. The list is agreed at the village meeting, set by village head’s decree, and reported to the regent or mayor through the district head (camat).

Rice aid goes to families in DTSEN deciles 1–4. When the July 2026 period began, the Coordinating Ministry for Food Affairs said each recipient received 10 kg of rice and that recipient data had been checked and proposed directly by ward heads. Allocations and dates for later periods follow official government announcements.

BLT Kesra, Perlinsos Digital and news of new schemes

BLT Kesra (direct cash assistance for people’s welfare) was launched by the government in October 2025 as part of a national economic package. As of 14 October 2026 we found no official announcement of BLT Kesra payments in 2026, so ignore chain messages promising payment dates or asking you to register through a link.

For PKH and BPNT in 2027, Kemensos has opened re-registration through Perlinsos Digital at perlinsos.kemensos.go.id. The system assesses eligibility and decides whether someone qualifies, with reasons, and registering does not guarantee assistance. The Wage Subsidy (BSU) for workers is not a Kemensos scheme; its status is covered in our BSU guide.

Things to check carefully

  • Assuming deciles 1–4 always receive PKH or Sembako. A decile is only the basis for a proposal; the final decision follows each scheme’s criteria and quota.
  • Thinking a social worker, RT head or village can change your decile directly. BPS calculates deciles; villages and social affairs offices propose, verify and validate data.
  • Relying on amounts from news reports or social media. For 2026, we have not found PKH or Sembako amounts on the official pages.
  • Registering through any link other than cekbansos.kemensos.go.id, perlinsos.kemensos.go.id or the official Kemensos app, or paying someone who promises guaranteed payment.
  • Leaving an NIK or family card that does not match Dukcapil records. Invalid civil registration data are left out of DTSEN.

Frequently asked questions

What social assistance schemes does the government run in 2026?

The main ones are PKH and Sembako (BPNT) from Kemensos, PBI JK for BPJS Kesehatan contributions, PIP for pupils, KIP Kuliah for university students, village cash aid from the Village Fund, and rice aid. Kemensos also runs Sekolah Rakyat boarding schools and ATENSI social rehabilitation services for vulnerable groups such as children, neglected older people, people with disabilities and disaster victims.

Which decile do you need to be in to get social assistance?

It depends on the scheme. The Cek Bansos portal says deciles 1–4 can be put forward for PKH and Sembako, and decile 5 for PBI JK. KIP Kuliah uses deciles 1–4, and rice aid for the July 2026 period targeted deciles 1–4. Being eligible to be proposed is not the same as being sure to receive aid, because each scheme also applies criteria and quotas.

Who decides my family’s decile?

BPS. The decile is calculated from many socio-economic data points using a Proxy Means Test. Villages, wards, social affairs offices and social workers propose, verify and validate data, and BPS then recalculates the welfare ranking; updating your data does not change your decile automatically.

How much is PKH in 2026?

We have not found it on an official source. The Kemensos PKH page we checked on 14 October 2026 still shows the 2025 benefit rates. The amount per family depends on its components, such as a pregnant woman, young children, schoolchildren, a person with severe disabilities or an older person; ask your PKH social worker or the social affairs office for the current figures.

Will BLT Kesra be paid again in 2026?

We had found no official announcement as of 14 October 2026. BLT Kesra was launched in October 2025. Do not fill in forms or pay anyone who claims they can register you; check your status only at cekbansos.kemensos.go.id or in the Cek Bansos app.

How much is village cash aid (BLT Dana Desa) in 2026?

Up to Rp300,000 a month per recipient family, which can be paid for no more than three months at a time (Permendes PDT 16/2025). The amount and the list of recipients are decided at the village meeting, with priority for families in extreme poverty in that village.

Can one family receive more than one type of assistance?

For some schemes, yes. The Kemensos page says Sembako recipients can receive other Kemensos assistance. However, PBI JK members registered in more than one BPJS Kesehatan membership category are removed from PBI JK, and villages that use their own criteria for village cash aid give priority to families not receiving PKH.

My family is not in DTSEN. What should I do?

Submit a proposal through the Cek Bansos app, through your village or ward officials to be discussed at the village or ward meeting, or through the regency or city social affairs office. First make sure your NIK and family card match Dukcapil records. For PKH and BPNT in 2027, you can also register on Perlinsos Digital; the full steps are in our guide to proposing or challenging social assistance data.
