How to propose or challenge social assistance data in Indonesia: getting into DTSEN, updating your decile and avoiding fake links

How to propose yourself or a neighbour for Indonesian social assistance, object to wrong data via the Cek Bansos app, village or social office, and spot fakes.

English edition. Official forms and source documents may be in Indonesian.

QUICK ANSWER

How do I propose myself for social assistance or challenge wrong data?

A proposal (usul: putting yourself or someone else forward to be listed) and an objection (sanggah: disputing a recipient or data that are wrong) can be made through the Kemensos Cek Bansos app, through village or ward officials for discussion at the village or ward meeting, or at the regency or city social affairs office. Proposals are verified and validated by local government and Kemensos and then sent to BPS to update DTSEN and recalculate deciles, so nothing changes immediately. The rules on updating DTSEN involve no fees, and registration is only through the official app, perlinsos.kemensos.go.id, your village or ward office, or the social affairs office.

What to have ready

  • Your electronic ID card (KTP-el) and family card (KK) with a 16-digit NIK that matches Dukcapil records.
  • A phone for the official Cek Bansos app; check that the developer is Kementerian Sosial Republik Indonesia.
  • Details of your family’s real situation: work, income, housing, electricity connection, assets, and any household members who are ill, elderly or have a disability.
  • For Perlinsos Digital: the NIK on your KTP, your PLN electricity meter number, and your Digital Population Identity (IKD) to log in and complete face verification.
  • For PBI JK members who have been deactivated: a letter from a health facility stating that you need health care.
  • A note of the date you applied and a screenshot of your proposal.

How to submit a proposal or objection

  1. Check your data and decile first

Search your NIK at cekbansos.kemensos.go.id. You can also check your family’s socio-economic data on BPS’s Cek DTSEN (dtsen-form.bps.go.id) with your NIK and a captcha code.

  2. Correct your civil registration data if needed

If your NIK, name, address or family card differs from Dukcapil records, sort it out at Dukcapil first. Proposals whose NIK, name and address do not match civil registration data are sent back.

  3. Choose how to propose

Use the Cek Bansos app, or tell your RT/RW head, hamlet head or village or ward officials so it can be discussed at the village or ward meeting. You can also go to the regency or city social affairs office.

  4. Propose through the app

Download Cek Bansos from Google Play or the App Store, log in or create an account as instructed, then submit a proposal for yourself or a neighbour you think qualifies. Enter information that reflects your real situation and upload the photos requested.

  5. Object if something is wrong

Use the objection feature for a recipient you believe does not qualify, giving a clear and honest reason. If it is your own family’s data that are wrong, submit an update reflecting your real situation.

  6. Wait for verification and validation

Proposals are checked by social workers, local government and/or the village or ward meeting. Kemensos then sends the results to BPS to update DTSEN and recalculate deciles.

  7. Follow up

Check your status again in the app or on Cek Bansos after the next update period. For questions, contact your local social affairs office or Kemensos on 171 by phone or 08877 171 171 on WhatsApp.

What it costs to propose or object

Proposals, objections and DTSEN data updates do not require any payment: Permensos 3/2025, which governs DTSEN updates, sets no fees, and the Cek Bansos app is free on Google Play. Do not pay anyone who promises your name will definitely be added to a recipient list or that your decile will definitely change.

Official routes for proposing, objecting and updating social assistance data, checked 14 October 2026
RouteWho can use itWhat happens next
Cek Bansos app (Kemensos)Residents, to propose themselves or a neighbour they think qualifies, or to object to a recipient they think does notVerified and validated by social workers, the regency or city government and/or the village or ward meeting, then passed to BPS
Village or ward office (including the SIKS-NG operator) and the village or ward meetingRT/RW heads, hamlet heads, village heads or lurah, social workers, or residents through village or ward officialsSent to the regent or mayor through the district head; local government must verify and validate, then sends it to Kemensos through SIKS-NG
Regency or city social affairs office (dinas sosial)Residents who visit in person, including PBI JK members who were deactivated but still need treatmentProposals from the office are verified and validated by the regent or mayor; for PBI JK, the office issues a reactivation letter
BPS Cek DTSEN (dtsen-form.bps.go.id)Residents who want to check or update their family’s socio-economic data, including PIP and KIP Kuliah applicants for 2026/2027Used to update DTSEN; the decile does not change automatically
Perlinsos Digital (perlinsos.kemensos.go.id)Prospective PKH and BPNT recipients for 2027; people who struggle can get help from a Perlinsos AgentThe system verifies and assesses eligibility; registering does not guarantee assistance
Village meeting for village cash aid (BLT Desa)Village residents who may qualify for village cash aidThe list is agreed at the village meeting and set by village head’s decree; replacements are decided at a special village meeting

A proposal or objection does not automatically change your decile or give you assistance. BPS says the information you submit becomes part of the updating and recalculation process, so your decile is still set according to the applicable data and method.

The rules: who can propose and how it is checked

Minister of Social Affairs Regulation (Permensos) 3/2025 governs updates to DTSEN for social assistance. Data can be proposed by the regency or city government, Kemensos or the public, and go through two stages: the proposal itself (adding, removing or correcting data) and verification and validation, which means checking the data against procedure and the facts on the ground and then approving them.

Proposals through the village or ward can come from RT or RW heads, hamlet heads, village heads or lurah, social welfare resources such as social workers, or residents speaking to village or ward officials. They can be discussed at the village or ward meeting and then sent to the regent or mayor through the district head (camat). The regent or mayor must verify and validate them, and the results are sent to Kemensos through the SIKS-NG system (Next Generation Social Welfare Information System).

Kemensos then checks that the NIK, name and address match Dukcapil records, that no household member is listed twice, and that the DTSEN fields are complete. Proposals that do not meet these criteria are returned to local government for correction. The Minister of Social Affairs passes the verified and validated results to BPS to update DTSEN and rank welfare, which is how deciles are calculated.

Proposals and objections in the Cek Bansos app

According to its official Google Play description, the Kemensos Cek Bansos app lets you see social assistance membership, view recipients in your administrative area, object to recipients you consider ineligible, and propose yourself or a neighbour you consider eligible for inclusion in the data and/or for social assistance.

Public proposals from the app are verified and validated by social workers, the regency or city government and/or residents at the village or ward meeting (Permensos 3/2025). BPS also lists other official channels for proposals and objections: SIKS-NG through the village or ward operator, and Cek DTSEN at dtsen-form.bps.go.id.

Base an objection on facts that can be checked, for example that a recipient has moved away or their situation has clearly changed. Do not share other people’s names, NIK or photos of their homes on social media; use only the official channels.

Perlinsos Digital for prospective PKH and BPNT recipients in 2027

On 30 September 2026 Kemensos announced wider re-registration of social assistance recipients through Perlinsos (Social Protection) Digital at perlinsos.kemensos.go.id. The portal is used to register prospective PKH and BPNT recipients for 2027 and to update DTSEN at the same time. Applicants need the NIK on their KTP and their PLN electricity meter number, log in with IKD, and complete face verification.

The system verifies the data, assesses eligibility and then decides whether someone qualifies, with reasons. Registering does not automatically guarantee assistance. Older people, people with disabilities and anyone who struggles with technology can get help from a Perlinsos Agent, such as a PKH social worker or RT/RW official who has signed up as an agent.

Special routes: deactivated PBI JK and village cash aid

PBI JK members who were removed but still need health care can be reactivated within 6 months of removal (Permensos 3/2026). Ask a health facility for a letter stating that you need health care, then report to the village or ward office or the social affairs office to get a reactivation letter from the social affairs office. Both letters go to the regency or city BPJS Kesehatan office, either from you through BPJS Kesehatan’s membership channels or from the social affairs office through its information system.

Once reactivated, you must update your data at the village or ward office or social affairs office within two DTSEN update periods. Otherwise your membership is deactivated, unless you have a chronic or catastrophic illness confirmed by a doctor’s letter. Reactivation after removal is allowed only once.

For village cash aid (BLT Desa), the recipient list is agreed at the village meeting and set by village head’s decree (Permendes PDT 16/2025). If a recipient dies or no longer meets the criteria, the village government holds a special village meeting to choose a replacement; if nobody else meets the criteria, the reason must be recorded in the meeting minutes.

Things to check carefully

  • Thinking a proposal or objection changes your decile straight away. Deciles change only after verification, updating and recalculation by BPS.
  • Proposing data with an NIK or family card that does not match Dukcapil records, so the proposal is sent back.
  • Giving false information to get into a lower decile. Verification involves local government, social workers and the village or ward meeting.
  • Objecting to someone without a clear reason, or posting their details on social media.
  • Downloading a copycat app or filling in a form on a site that is not an official channel.
  • Paying anyone a registration or payout fee.

Frequently asked questions

How do I register for social assistance in 2026?

Through the official routes: a proposal in the Cek Bansos app, a proposal through village or ward officials for the village or ward meeting, or the regency or city social affairs office, so that your family is listed in DTSEN. For PKH and BPNT in 2027, Kemensos has also opened registration at perlinsos.kemensos.go.id. Registering or being proposed does not guarantee assistance.

What is the difference between usul and sanggah?

Usul is putting yourself or someone else forward who seems eligible but is not yet listed or receiving assistance. Sanggah is an objection to a recipient who seems ineligible. Both are verified and validated before any data change.

Can I propose my neighbour?

Yes. The official description of the Cek Bansos app says users can propose themselves or a neighbour they consider eligible. Residents can also give proposals to village or ward officials to be discussed at the village or ward meeting.

My decile does not reflect my situation. Can it be changed?

It can be updated, but not instantly. Submit data that reflect your real situation through the Cek Bansos app, the SIKS-NG operator at your village or ward office, the social affairs office or BPS’s Cek DTSEN. BPS recalculates deciles periodically using many indicators, so a submission does not move your decile automatically.

How long until my data change?

No time limit for individual proposals has been published on an official source. BPS updates DTSEN periodically, and as of 10 July 2026 the current version is DTSEN Version 3 of 2026; check again after the next update period. For PBI JK, data changes are set by the Minister of Social Affairs every month.

My PBI BPJS Kesehatan membership was deactivated. What should I do?

If you still need treatment, ask a health facility for a letter stating that you need health care, then take it to the village or ward office or social affairs office to get a reactivation letter. Reactivation is possible only within 6 months of removal and only once, after which you need to update your data in DTSEN.

Can my RT head, village or PKH social worker put my name on the list?

They can propose you but cannot decide. Proposals from villages and wards are verified by the regency or city government and Kemensos, BPS calculates deciles, and recipients are set according to each scheme’s criteria and quota.

How can I spot a fake social assistance registration link?

Fake links usually do not end in go.id, ask for money, promise guaranteed assistance, or ask for photos of your KTP or family card and OTP codes by message. Use only cekbansos.kemensos.go.id, perlinsos.kemensos.go.id, the Cek Bansos app from the Ministry of Social Affairs, or your village or ward office and social affairs office.
