Ride-hailing & couriers

Accidents and safety for ride-hailing drivers: emergency steps, compensation and claims

What ride-hailing drivers and couriers should do after a crash: 119, a police report, Jasa Raharja, JKK and JKN claims, plus staying safe at night and in rain.

English edition. Official forms and source documents may be in Indonesian.

QUICK ANSWER

What should ride-hailing drivers do after an accident, what compensation can they claim, and how do they stay safe on the road?

After a crash, call 119 for an ambulance and 110 for the police, then ask for a police report, because Jasa Raharja compensation and BPJS Ketenagakerjaan claims depend on it. For victims of collisions between two or more vehicles, pedestrians who are hit and hit-and-run victims, Jasa Raharja pays up to Rp20 million for treatment, Rp50 million on death and up to Rp50 million for permanent disability (Finance Minister Regulation 16/PMK.010/2017). If the accident happened while you were working and you are a BPJS Ketenagakerjaan member, report it to a branch office within 2×24 hours to claim employment accident insurance (JKK).

What to have ready before anything happens

  • 119, 110 and 112 and your family’s numbers saved on your phone, and the app’s emergency button feature located in advance.
  • Your KTP-el, driving licence (SIM) and vehicle registration (STNK), carried whenever you work.
  • Your BPJS Ketenagakerjaan card in JMO and your JKN card in Mobile JKN.
  • Safety gear: SNI-certified helmets for you and your passenger, a reflective jacket, long trousers, shoes, gloves and a raincoat.
  • A savings account in your own name to receive claim payments.
  • A record of the incident: location, time, the other vehicle’s number plate, photos, and witnesses’ names and phone numbers.

Steps after an accident

  1. Get safe and call for help

Move somewhere safe if you can. If anyone is badly hurt, unconscious or not moving, call 119 for an ambulance and 110 for the police straight away; calls to emergency numbers are free. Use the app’s emergency button too if it has one.

  2. Get checked even if you feel fine

Head injury symptoms can appear immediately or some time after an impact. Go to A&E (IGD) at once if there is fainting, a seizure, vomiting, severe dizziness, confusion, difficulty speaking, blood or fluid from the nose or ears, or tingling and weakness in the arms or legs.

  3. Ask for a police report

Report the accident to the local police traffic accident unit (Unit Laka Lantas) and ask for the official report. You need it for Jasa Raharja compensation, and it is one of the documents for a JKK claim after a traffic accident.

  4. Claim Jasa Raharja compensation

If you are injured, give the police report to Jasa Raharja so it can issue a guarantee letter. At partner hospitals the guarantee letter can be issued on the spot for treatment up to Rp20 million, first aid up to Rp1 million and an ambulance up to Rp500,000. If someone has died, their heirs go to a Jasa Raharja office with the documents requested.

  5. Report a work accident to BPJS Ketenagakerjaan

If you are a member and the accident happened while working, report it to a BPJS Ketenagakerjaan branch office within 2×24 hours (the stage I report). Bring your membership card, KTP-el, a written account with copies of two witnesses’ KTP-el, the police report and receipts.

  6. Tell the app company too

Report the incident through the app’s help centre and keep the ticket number. Transport Minister Regulation PM 12/2019 lists certainty of compensation after an accident as one of the protections for drivers and passengers; what each app company provides differs, so ask them directly.

Compensation and costs after an accident

Calls to 119, 110 and 112 are free. Jasa Raharja compensation for road traffic accident victims (Finance Minister Regulation 16/PMK.010/2017): treatment costs up to Rp20,000,000, first aid up to Rp1,000,000, ambulance up to Rp500,000, death Rp50,000,000, permanent disability up to Rp50,000,000 according to the disability percentage, and Rp4,000,000 for burial if the victim has no heirs.

Jasa Raharja covers victims of collisions between two or more vehicles, pedestrians or cyclists hit by a motor vehicle, hit-and-run victims after an investigation, and people hit by a train. Under Finance Minister Regulation 16/PMK.010/2017, a victim is a person outside the vehicle that caused the accident; falling off on your own with no other vehicle involved is not on that list. Treatment costs above Jasa Raharja’s limit can be covered by JKN according to your class, while injuries from a work accident already covered by JKK are not covered by JKN (Presidential Regulation 59/2024, Article 52).

At the scene: emergency numbers and danger signs

119 is the Ministry of Health’s medical emergency and ambulance number, and 110 is the police. Calls to 110, 112, 113, 115 and 119 are free (Communications Minister Regulation 14/2018). If 112 does not connect, call 119 or 110 directly.

According to the Ministry of Health, head injury symptoms can appear immediately or some time after an impact. Moderate to severe symptoms include reduced consciousness or fainting, seizures, speech problems, weakness in the arms or legs, blood or fluid from the nose or ears, and changes in behaviour. Spinal injuries can cause tingling, weakness or loss of movement. If you see any of these signs, go to A&E at once.

Transport Minister Regulation PM 12/2019 requires motorbike taxi app companies to include an emergency (panic) button for drivers and passengers and to show a complaints number in the app. Find out where that feature is before you need it.

Jasa Raharja compensation: who is covered and how much

Jasa Raharja is a state-owned company that runs two compensation schemes: one for public transport passengers (Law 33/1964) and one for road traffic accident victims (Law 34/1964). The second is funded by the compulsory road accident fund contribution (SWDKLLJ) that vehicle owners pay with their vehicle tax at Samsat, for example Rp32,000 a year for a 50 to 250 cc motorbike.

According to Jasa Raharja, cover extends to every victim of a collision between two or more vehicles, pedestrians, cyclists or people crossing the road who are hit by a motor vehicle, hit-and-run victims once an investigation establishes the cause, and people hit by a train. Finance Minister Regulation 16/PMK.010/2017 defines a victim as a person outside the vehicle that caused the accident.

Compensation for road accidents is: Rp50,000,000 on death, paid to the heirs (widow or widower, then children, then parents); up to Rp50,000,000 for permanent disability according to the disability percentage; up to Rp20,000,000 for treatment; up to Rp1,000,000 for first aid; up to Rp500,000 for an ambulance; and Rp4,000,000 for burial if there are no heirs. For a death claim, have the KTPs of the victim and heirs, the marriage book, birth certificates if the heirs are children or parents, and the heirs’ savings book.

If the accident happened while working

For BPJS Ketenagakerjaan members, accidents while working are covered by employment accident insurance (JKK): treatment according to medical need, temporary incapacity pay, and disability or death benefits. The stage I report goes to a branch office within 2×24 hours, and the stage II report follows once a doctor declares you recovered.

A police report is one of the JKK claim documents when the accident is a traffic accident, so the same police report serves both Jasa Raharja and BPJS Ketenagakerjaan. Tell each body that you are also reporting to the other.

JKN from BPJS Kesehatan does not cover injuries from a work accident already covered by JKK, and does not cover traffic accident costs up to the limit of a compulsory scheme such as Jasa Raharja; costs above that limit can be covered by JKN according to your class (Presidential Regulation 59/2024, Article 52(1)(c) and (d)). How to join BPJS as a driver, and what it costs, is in the guide to BPJS for ride-hailing drivers.

Staying safe on the road: gear, rain and standing water

Transport Minister Regulation PM 12/2019 requires motorbike taxi drivers to be in good health, check and maintain their vehicle, ride sensibly and with full concentration, wear a reflective jacket showing their driver identity, long trousers, shoes and gloves, carry a raincoat, and make sure both driver and passenger wear SNI-certified helmets. Drivers and passengers are also banned from carrying sharp weapons.

The national traffic police (Korlantas Polri) warn about aquaplaning, when a layer of water lifts the tyres so they lose grip. When riding through standing water, keep below 50 km/h, do not brake suddenly, ease off the throttle gradually, and make sure your tyres are not bald. In rain, turn your lights on, keep a safe distance, avoid sudden manoeuvres, and check your brakes and tyres before setting off.

Check BMKG’s weather warnings on its website or the Info BMKG app before and during work. In floods, BNPB’s pocket guide advises keeping away from drains so you are not swept away; the disaster preparedness guide has the full steps. Floodwater also carries a risk of leptospirosis, so see a doctor if you develop a fever after contact with it.

Staying safe from robbery when working at night

Riau Islands Regional Police advise choosing well-lit, safe routes, avoiding dark or isolated roads at night, not showing off valuables, keeping your distance when stopped at traffic lights, and telling someone your route and expected arrival time.

If robbers (begal) target you, do not fight back; hand over your valuables to avoid more serious injury. Remember what the attackers and their vehicle looked like if it is safe to do so, then report to the police on 110 and to the app company through its emergency feature or help centre.

Remember that Transport Minister Regulation PM 12/2019 bans drivers and passengers from carrying sharp weapons. If your phone or account is taken too, ask the app company and your bank to block access straight away; the first-hour steps are in the guide to spotting online scams.

Things to check carefully

  • Going home without a police report. You need it for Jasa Raharja compensation and for a JKK claim after a traffic accident.
  • Putting off seeing a doctor because you feel fine. Head injury symptoms can appear later.
  • Missing the 2×24-hour deadline for the stage I work accident report to BPJS Ketenagakerjaan.
  • Assuming Jasa Raharja covers falling off on your own with no other vehicle. That is outside its listed cover; rely on JKK and JKN.
  • Riding through standing water fast or braking suddenly on wet roads.
  • Fighting an armed robber. Your safety matters more than your belongings.

Frequently asked questions

What should a ride-hailing driver do after an accident?

Get safe, call 119 for an ambulance and 110 for the police, then ask for a police report. Next, claim Jasa Raharja compensation if another vehicle was involved, report a work accident to BPJS Ketenagakerjaan within 2×24 hours, and tell the app company.

How much does Jasa Raharja pay for a motorbike accident?

For road traffic accident victims: up to Rp20,000,000 for treatment, Rp1,000,000 for first aid, Rp500,000 for an ambulance, Rp50,000,000 on death and up to Rp50,000,000 for permanent disability (Finance Minister Regulation 16/PMK.010/2017). Rp4,000,000 for burial is paid if the victim has no heirs.

Does Jasa Raharja cover falling off on my own?

It is not within the cover Jasa Raharja lists. Road accident cover applies to victims of collisions between two or more vehicles, pedestrians or cyclists who are hit, hit-and-run victims and people hit by a train. If you fall off while working, use JKK from BPJS Ketenagakerjaan, or JKN if you were not working.

Do I need a police report for a Jasa Raharja claim?

Yes. Jasa Raharja asks injured victims to report to the police for an official report as the basis of the claim, and the families of people who died to report to the nearest police traffic accident unit. A police report is also needed for a JKK claim after a traffic accident.

Can I claim from Jasa Raharja and BPJS Ketenagakerjaan at the same time?

You can apply to both if you meet each one’s conditions, for example a collision with another vehicle while you were working. Use the same police report and tell both bodies. JKN does not pay for what JKK or Jasa Raharja covers up to their limits.

What is the deadline for reporting a work accident to BPJS Ketenagakerjaan?

The stage I report is due within 2×24 hours of the accident, at a branch office. The stage II report follows once a doctor declares you recovered, and payment is processed within 7 working days of the file being approved.

When should I go to A&E after falling off a motorbike?

Straight away if there is any fainting, even briefly, a seizure, vomiting, severe dizziness, confusion, difficulty speaking, blood or fluid from the nose or ears, or tingling and weakness in the arms or legs. According to the Ministry of Health, head injury symptoms can appear some time after the impact.

How can I stay safe from robbers when working at night?

Use well-lit, busy roads, avoid dark or isolated routes, do not show off valuables, and tell someone your route and expected arrival time. If you are robbed, do not fight back; hand over your things, then report to 110 and to the app company.
