Ride-hailing & couriers

Becoming a ride-hailing or courier driver: general requirements, documents and fake recruitment

What ride-hailing and courier drivers need: SIM, STNK, KTP-el, a 110 cc bike and safety gear, plus partnership terms, fake recruitment and renting accounts.

English edition. Official forms and source documents may be in Indonesian.

QUICK ANSWER

What do I need to become a ride-hailing or courier driver, and how do I avoid fake recruitment?

To carry passengers by motorbike, Transport Minister Regulation PM 12/2019 requires drivers to be in good health, hold a class C driving licence (SIM C), ride a motorbike of at least 110 cc with a valid vehicle registration (STNK), and use SNI-certified helmets and safety gear, among other things. App companies set their own extra requirements and documents, such as a police clearance certificate (SKCK), so also have your KTP-el, a bank account in your own name and a smartphone ready. Register only through the company’s official app or website: recruitment through links that ask for money or OTP codes, and buying or renting someone else’s account (an ‘akun joki’), will cost you and put you at risk.

Guide contents

What to have ready

  • Your KTP-el, with an NIK that matches your civil registration record.
  • A valid SIM C for a motorbike, or the licence for whatever other vehicle you will use.
  • A valid STNK for the vehicle you will use, with the annual vehicle tax paid.
  • An SKCK or other documents if the app company you choose asks for them.
  • A bank account in your own name and a smartphone with an active number and mobile data.
  • Safety gear: SNI-certified helmets for you and your passenger, a reflective jacket, long trousers, shoes, gloves and a raincoat.

How to start as a driver or courier

  1. Choose the service and vehicle

Carrying passengers by motorbike is governed by Transport Minister Regulation PM 12/2019. Fees for goods and food delivery will be set by Komdigi. Car-based ride-hailing is regulated as special rental transport under separate Ministry of Transportation rules. Choose a service that matches your vehicle and licence.

  2. Get the basic documents

Every driver must hold a licence for the type of vehicle driven, and every vehicle must have an STNK and number plates (Law 22/2009, Articles 77 and 68). Renew your SIM before it expires, pay the annual vehicle tax, and transfer ownership if you bought a second-hand bike.

  3. Prepare your vehicle and gear

For passenger motorbike taxis, the bike must be at least 110 cc, roadworthy, checked before use and serviced according to its service book. Get SNI-certified helmets for you and your passenger, a reflective jacket, long trousers, shoes, gloves and a raincoat.

  4. Register only through official channels

Download the partner app from an official app store or go to the company’s official website, and complete its verification yourself. Do not sign up through links on social media or private messages, never give anyone an OTP code, and do not pay anyone who promises an account that is active straight away.

  5. Read the partnership agreement before agreeing

You become a partner, not an employee. Check the app fee, incentives, rules on sanctions and suspension, social protection and complaint process in the Platform Partnership Agreement, and keep a copy. For passenger transport, the app fee is capped at 8%.

  6. Sort out your NPWP and BPJS once you start

Activate your NIK as a tax number (NPWP) within one month of starting to take orders, and join BPJS Ketenagakerjaan as a non-wage member and JKN with BPJS Kesehatan. For the transport sector, JKK and JKM contributions are cut by 50% until contributions for March 2027.

Costs you may face

Registering as a partner through the company’s official app or website needs no middleman. Costs you may face are the official fees for documents, such as an SKCK and SIM renewal (see the separate guides), vehicle tax, and BPJS Ketenagakerjaan contributions from Rp8,400 a month for JKK and JKM during the transport-sector discount. For passenger transport, the app fee deducted has been capped at 8% since 1 July 2026.

Safety rules for passenger motorbike taxis

Transport Minister Regulation PM 12/2019 on protecting the safety of motorbike users serving the public is still in force. Article 4 requires drivers to be in good health, use a vehicle with a valid STNK, hold a SIM C (or a SIM D for vehicles adapted for disabled drivers), obey traffic rules, carry no more than one passenger, know their operating area, and use a vehicle that meets technical requirements and is serviced on schedule.

Drivers must also wear a reflective jacket showing their driver identity, long trousers, shoes and gloves, carry a raincoat, and make sure both driver and passenger wear SNI-certified helmets. Article 10 sets a minimum engine size of 110 cc, and Article 5 bans drivers and passengers from carrying sharp weapons.

Article 16 lists face-to-face registration as one of the protections for drivers, along with a complaints service, clear criteria for suspension, a right of appeal and social protection. Follow the app company’s official verification process, not a middleman.

Partner status and the Platform Partnership Agreement

Ride-hailing drivers and couriers are partners of the app company, not employees. Article 15 of Transport Minister Regulation PM 12/2019 describes the relationship as a partnership, and according to the Ministry of Transportation, Presidential Regulation 27/2026 strengthens it through a Platform Partnership Agreement that must be clear, fair, transparent and easy to understand.

The agreement covers, among other things, rights and obligations, the fee structure, incentives, social protection, access to transaction data, the use of automated algorithmic systems (computer rules that allocate orders or impose sanctions), and the complaints process. App companies and drivers must update it within six months of the rules taking effect, so its terms may change; keep every version you agree to.

Because you are a partner running a business, you arrange your own NPWP and social protection. The details are in the guides to tax and BPJS for ride-hailing drivers, and the full picture of Presidential Regulation 27/2026 and its implementing rules is in the guide to that regulation.

Watch out for fake recruitment

Komdigi has repeatedly debunked fake job links. The pattern: a link leads to a form asking for your name as on your KTP and your Telegram number, then asks for a verification code, which Komdigi says is most likely phishing or data theft. One of those clarifications also stresses that official recruitment is free of charge.

The Minister of Communication and Digital Affairs urges people to make sure job information comes from official channels before giving out any data, and to report suspicious content to official complaint channels such as aduankonten.id. In September 2026, Komdigi and the migrant worker agency BP2MI took down 7,908 fake overseas job adverts.

Warning signs of fake partner recruitment: being asked to transfer a ‘registration fee’, ‘uniform fee’ or ‘deposit’ to a personal account; being promised an account that is active straight away without verification; being asked for an OTP, PIN or a photo of yourself holding your KTP by someone who contacts you privately. Stop the conversation and check directly in the company’s official app or website.

The risks of ‘akun joki’: buying, renting or lending an account

Transport Minister Regulation PM 12/2019 requires the driver and motorbike shown in the app to match the driver and motorbike actually providing the service (Article 5(2)(b)), and services must guarantee that match (Article 17). Driving on someone else’s account breaks this rule.

The risks are real. The account can be deactivated under the app company’s sanction rules (Article 14), so money paid to buy or rent it can be lost. The identity, vehicle and trip history in the app belong to the account holder, so rights attached to the account, such as appealing a sanction or seeking protection from the app company, are not in your name.

For account holders, lending or selling an account means handing over your personal data, and you are the one on record if the account is used for violations or fraud. If your account is blocked, use your right to clarification and appeal, explained in the guide to ride-hailing complaints, rather than buying another account.

Things to check carefully

  • Paying a ‘registration fee’ or ‘deposit’ to a person or social media account claiming they can sign you up as a partner.
  • Filling in forms from unofficial links and handing over an OTP or Telegram verification code.
  • Buying, renting or lending a partner account. The identity in the app must match the driver providing the service.
  • Using a bike whose STNK has expired or whose annual tax is unpaid.
  • Agreeing to the partnership agreement without reading the fees, sanctions and complaints process.
  • Putting off activating your NPWP and joining BPJS until something goes wrong.

Frequently asked questions

What do I need to become a ride-hailing driver?

For passenger motorbike taxis, Transport Minister Regulation PM 12/2019 requires drivers to be in good health, hold a SIM C, ride a motorbike of at least 110 cc with a valid STNK, and use SNI-certified helmets and safety gear. App companies add their own requirements and documents, such as a KTP-el, SKCK, bank account and smartphone.

Do I have to pay to register as a ride-hailing driver?

Registering through the company’s official app or website needs no middleman. Be wary of anyone asking you to transfer a ‘registration fee’ or promising an account that is active straight away; Komdigi warns that fake job links are often used to steal data. Official document fees, such as for an SKCK or SIM, are paid to the issuing agency.

What is the minimum engine size for a ride-hailing motorbike?

110 cc. Article 10 of Transport Minister Regulation PM 12/2019 says motorbikes used to serve the public must have an engine of at least 110 cubic centimetres.

Do I need an SKCK to register?

An SKCK is not listed in Transport Minister Regulation PM 12/2019, but app companies may ask for one. How to get one and what it costs are in the SKCK guide; since May 2026 SKCKs are issued electronically and applicants must be active JKN members.

Can I use someone else’s ride-hailing account?

No. Transport Minister Regulation PM 12/2019 requires the driver and vehicle in the app to match the driver and vehicle providing the service. The account can be deactivated, and rights attached to the account, such as appealing a sanction, are not in your name.

Are ride-hailing drivers employees of the app company?

No. The relationship is a partnership (Transport Minister Regulation PM 12/2019, Article 15), and according to the Ministry of Transportation, Presidential Regulation 27/2026 strengthens it through a Platform Partnership Agreement. Employee rules such as the minimum wage and THR do not automatically apply.

How do I become a food or parcel courier?

Have a licence for your vehicle and a valid STNK (Law 22/2009), then register through the company’s official app and meet its requirements. Fees for goods and food delivery will be set by a Communication and Digital Minister Regulation that had not been issued as of 14 October 2026.

What should I sort out once I start taking orders?

Activate your NIK as an NPWP within one month of starting (Finance Minister Regulation 81/2024, Article 17(1)), join BPJS Ketenagakerjaan as a non-wage member for JKK and JKM, and make sure your JKN with BPJS Kesehatan is active.
