What you need to register for BPJS as a foreigner
- Your passport and KITAS, KITAP or limited-stay visa number.
- A work permit from the competent authority, if you work.
- An electronic ID card (KTP-el) or family card (KK) if you already have one, for example as an ITAP holder.
- A savings account for auto-debit if you self-register: BNI, BRI, BTN, Mandiri or BCA.
- A mobile number, an email address and your choice of primary care facility (FKTP).
How to register for BPJS as a foreigner
Identify your membership category
Employees paid by a company in Indonesia are Wage Earners (PPU). Self-employed people are Non-Wage Earners (PBPU); the BPJS Kesehatan regulation states that PBPU includes foreigners who work in Indonesia for at least six months.
Ask your employer to register you for JKN
Employers register workers collectively through the BPJS Kesehatan system or the FDIPE form. For foreigners, the data include the passport, KITAP or KITAS, limited-stay visa number and work permit.
Make sure you are also registered with BPJS Ketenagakerjaan
The company's HR or contact person registers wage-earning workers through the BPJS Ketenagakerjaan website or a branch office, attaching the passport for foreigners who work at least six months. The card and certificate are issued within seven days of the contribution being paid.
Self-register if you are not registered by an employer
Register at a branch office or through PANDAWA on WhatsApp 0811-8-165-165, which handles new registrations for foreigners. Bring your passport and work permit, and register all family members on your family card in the same care class.
Pay the first and monthly contributions
Self-registered members pay the first contribution no earlier than 14 days and no later than 30 days after registering, by auto-debit. After that, contributions are due by the 10th of each month.
Check your status and use your FKTP
Check membership status and bills in Mobile JKN or through Care Center 165. Start treatment at your registered primary care facility, except in emergencies, and follow the referral route.
Claim JHT when you stop working and leave
BPJS Ketenagakerjaan pays JHT (old-age savings) when a member leaves Indonesia permanently. Prepare your membership card, passport, a statement that you no longer work in Indonesia, and a tax number (NPWP) if the balance exceeds Rp50 million or you made a partial claim before.
BPJS contributions for foreigners
The JKN contribution for wage earners at state-owned, regional and private companies is 5% of monthly wages: 4% paid by the employer and 1% by the worker, on wages capped at Rp12,000,000. Self-registered members pay per person per month Rp150,000 (Class I), Rp100,000 (Class II) or Rp42,000 (Class III), with a Rp7,000 government subsidy for self-paying Class III members so the member pays Rp35,000 (Presidential Regulation 64/2020 Article 34). BPJS Ketenagakerjaan for wage earners: JHT 5.7% (3.7% employer, 2% worker), JKK work-accident cover 0.24–1.74% by risk level, and JKM death benefit 0.3%.

Presidential Regulation 59/2024 required benefits, tariffs and contributions based on the Standard Inpatient Class to be set by 1 July 2025. As of 1 October 2026, BPJS Kesehatan's contribution page still lists the Presidential Regulation 64/2020 amounts and the BPK database records no later amendment; follow the official bill.
The legal basis: working for at least six months
Article 14 of Law 24/2011 states that everyone, including foreigners who work in Indonesia for at least six months, must join the social security programmes. Employers must register themselves and their workers and give complete and accurate data on workers and their family members. Employers who fail to register workers can receive a written warning, a fine and/or loss of certain public services.
Presidential Regulation 82/2018 on Health Insurance, last amended by Presidential Regulation 59/2024, uses the same wording for JKN membership. The pages checked do not say whether foreigners who do not work, such as holders of a family or retirement ITAS, may or must register as Non-Workers; ask BPJS Kesehatan directly before relying on that route.
Documents for foreigners and registration channels
BPJS Kesehatan Regulation 6/2018 asks for the passport, permanent stay permit card, limited stay permit card, limited-stay visa number and work permit of foreigners, whether registered by an employer or self-registering. BPJS Kesehatan's registration procedure page lists a passport and work permit for foreigners, plus an ID card or family card and an auto-debit bank savings book.
The Mobile JKN guide requires applicants to have an NIK population number or e-KTP. Without one, use a branch office or PANDAWA; this WhatsApp service is reachable 24 hours, with service hours Monday to Friday, 08:00 to 16:00. Under the Population Administration Law, ITAP holders aged 17 or over, or who are or have been married, must hold a KTP-el.
BPJS Ketenagakerjaan and claiming JHT when leaving Indonesia
BPJS Ketenagakerjaan states that wage-earning members include foreign workers employed in Indonesia for at least six months. Its official article of November 2025 lists five programmes for wage earners: JHT, JKK, JKM, JP (pension) and JKP (job-loss benefit). Registration is done by the company's HR or contact person, not by the worker; ask which programmes apply to your contract.
Leaving Indonesia permanently is a ground for a JHT claim. The listed documents are the digital or physical membership card, a passport or other identity document, a statement that you no longer work in Indonesia, and an NPWP for balances above Rp50 million or members who have made a partial claim.
JKN limits, private insurance and other uses
JKN does not cover treatment abroad, aesthetic treatment and several other services excluded by the Presidential Regulation. Members can upgrade to higher-class care, including executive outpatient services, through supplementary health insurance or by paying the difference; this option is not available to PBPU and Non-Worker members in Class III.
Private insurance is useful for travel abroad, the period before membership becomes active, or if you fall outside the JKN obligation. JKN status also matters beyond health care: Police Regulation 2/2023 requires proof of active JKN membership for a driving licence (SIM).
Things to check carefully
- Assuming a head-office private insurance policy replaces BPJS registration. The BPJS Law's obligation applies to foreigners who work at least six months; the Presidential Regulation treats private insurance as supplementary.
- Trying to register in Mobile JKN without an NIK. Use a branch office, PANDAWA or your employer.
- Paying self-registered contributions late. They are due by the 10th of each month, and an inpatient service penalty can apply if you are hospitalised within 45 days of reactivation.
- Relying on a JKN card for treatment abroad. Services abroad are not covered.
- Leaving permanently without preparing the JHT claim documents, especially the statement that you no longer work in Indonesia.
