KITAS and KITAP stay permits: extensions, conversion, fees and overstay

ITAS/KITAS and ITAP/KITAP explained: e-ITAS from an e-Visa, sponsors, extensions, conversion to ITAP, ERP and EPO, address reports and overstay fines.

English edition. Official forms and source documents may be in Indonesian.

QUICK ANSWER

What are KITAS and KITAP, and how do I extend or convert them?

KITAS and KITAP are the cards for Indonesia's limited stay permit (ITAS) and permanent stay permit (ITAP). A first ITAS usually comes from a limited-stay visa applied for through e-Visa; that application also counts as the application for the ITAS and a re-entry permit, and the card is issued in virtual form. Extensions and conversions are filed through Immigration's application and must be paid before the permit expires. Overstaying costs Rp1,000,000 a day for under 60 days; 60 days or more leads to deportation and an entry ban.

What you need to extend or convert a KITAS or KITAP

  • A valid national passport. After replacing it, update your stay-permit record.
  • Your e-Visa account and the virtual ITAS (e-ITAS) sent to your or your sponsor's email.
  • Your sponsor's guarantee letter and ID card and/or family card, if you have a sponsor.
  • Documents for your visa code: work permit, marriage certificate, investment evidence or proof that commitments were met.
  • An integration statement for conversion to ITAP, except for unmarried children under 18.
  • Funds for the government fee (PNBP) for your permit length, paid before the permit expires.

How to extend or convert a KITAS or KITAP

  1. Confirm your permit route

Check the visa code and validity on your e-ITAS. A visit stay permit that came from a visa on arrival or visa exemption cannot be converted into an ITAS; for a limited stay, apply for the limited-stay visa that matches your activity. Holders of a VoA stay can request a transitional visit stay permit (bridging permit) of up to 60 days under Permenkumham 11/2024, Article 94A; it cannot be extended.

  2. Apply for a limited-stay visa through e-Visa

You or your sponsor apply at evisa.imigrasi.go.id. The limited-stay visa application also counts as the application for the ITAS and a re-entry permit. On arrival, your entry stamp serves as the ITAS and the virtual card is sent electronically.

  3. Meet any commitment requirement

Where your visa code involves a commitment statement, such as investment, submit proof of fulfilment within 90 days of the visa or permit being issued. An ITAS of this kind can be extended only after the commitment is met.

  4. Extend before the permit expires

For an ITAS of up to one year, apply no earlier than 30 days before expiry; for longer permits, no earlier than three months before. The last day to apply is the expiry date. Pay before that date so that processing beyond the expiry date is not treated as overstay.

  5. Attend for your photo and track the outcome

The immigration office receives the application, takes your photo, verifies payment and issues a virtual ITAS. Missing documents must be supplied within two days of notice. Extensions that do not need the Director General's approval are completed within three working days of payment.

  6. Report every change of details

Moving house, a new passport, a new sponsor, marriage or divorce must be reported to your local immigration office. When moving to another office's area, complete an outgoing transfer at the old office and an incoming transfer at the new one.

  7. Convert to ITAP or end your permit with an EPO

If you qualify, file for conversion from ITAS to ITAP within the 30-day window before the ITAS expires. If you are leaving permanently, apply for an exit permit only (EPO) before the permit expires and leave Indonesia within seven days of its issue.

How much it costs to extend or convert a KITAS or KITAP

Immigration's fee page lists an ITAS of six months at Rp2,000,000, one year Rp3,000,000, two years Rp5,000,000 and five years Rp7,000,000; an ITAP of five years Rp7,000,000, ten years Rp12,000,000 and unlimited Rp15,000,000. The re-entry permit is billed as a separate component, for example Rp1,500,000 for one year. An EPO is Rp100,000, a replacement for a damaged or lost stay-permit card Rp500,000, and the overstay charge Rp1,000,000 a day.

The Immigration fee page was last updated on 24 October 2023, but its figures match PP 45/2024, in force since 17 December 2024, except the ten-year ITAS: the page shows Rp7,000,000 and PP 45/2024 Rp12,000,000. Immigration's ITAP extension page still shows Rp5,000,000 and Rp10,000,000; the official invoice in the application is what you pay.

ITAS, KITAS, e-ITAS and e-Visa: what is the difference?

An ITAS permits you to live in Indonesia for a limited period, while an ITAP permits you to settle as an Indonesian resident. KITAS and KITAP are the names used for the cards. Regulation 22/2023 of the Minister of Law and Human Rights states that the ITAS card is issued in virtual form and sent electronically, and may also be printed by a designated immigration officer.

e-Visa is the channel for visa applications. For a limited-stay visa, the visa application also serves as the application for the ITAS and a re-entry permit, and the entry stamp at the immigration checkpoint serves as the ITAS. Immigration Bontang's breakdown for a one-year E33G shows a limited-stay visa Rp500,000, category II visa verification Rp2,000,000, ITAS Rp3,000,000 and re-entry permit Rp1,500,000, a total of Rp7,000,000.

Sponsors and the right to work

The Immigration Law, as amended by the Job Creation Law, requires certain foreigners to have a guarantor (sponsor). The sponsor is responsible for the foreigner's presence and activities, must report changes of civil status, immigration status and address, and must cover repatriation costs if the permit expires or the foreigner is deported.

The sponsorship requirement does not apply to foreigners lawfully married to Indonesian citizens, foreign business owners investing under investment law, or citizens of countries that grant reciprocal exemption. The Immigration Law also allows ITAS holders lawfully married to Indonesian citizens, and their children, to work and/or run a business to support themselves and their family.

Converting an ITAS to an ITAP

Conversion is available to ITAS holders who are workers, clergy, foreign investors, family members, repatriates or second-home holders, including retirees aged 55 or over after Regulation 11/2024. Workers, clergy, investors and second-home holders must have been in Indonesia for at least three consecutive years since the ITAS was granted. Family and repatriation permit holders may apply from the start, but a spouse of an Indonesian citizen must have been lawfully married for at least two years.

For workers, an ITAP is granted only to the most senior leader of a company or the head of a foreign company's representative office. A first ITAP is valid for five years and can then be extended for an unlimited period; holders of an unlimited ITAP report every five years at no charge. An ITAP ends if the holder leaves Indonesia for more than one year, and a marriage-based ITAP can be cancelled on divorce unless the marriage lasted ten years or more.

ITAP holders are Indonesian residents. The Population Administration Law requires foreign ITAP holders aged 17 or over, or who are or have been married, to hold an electronic ID card (KTP-el) and to report its renewal at least 30 days before the ITAP expires.

Travelling in and out, reporting address changes and overstay

Law 63/2024 makes the re-entry permit of ITAS and ITAP holders valid for as long as the stay permit, for multiple journeys. The Samarinda immigration office adds that an ITAS holder may be outside Indonesia for up to one year. To end a permit that is still valid, use an EPO; your sponsor can apply if you are already abroad.

Foreigners must report changes of civil status, nationality, occupation, sponsor or address to the local immigration office. Since Law 1/2026 on criminal penalty adjustment took effect on 2 January 2026, breaching this reporting duty (Article 116 of the Immigration Law) carries a fine of up to category II, which is Rp10,000,000 under the Criminal Code, with no confinement. Immigration states that an address change must be recorded even when you stay within the same office's area. Accommodation owners and managers report foreign guests through the Foreigner Reporting Application (APOA).

A stay permit also ends if your passport expires and the permit record is not updated. Overstaying for under 60 days costs Rp1,000,000 a day; if unpaid, or once the overstay reaches 60 days, the foreigner is deported and banned from entry. A ban lasts up to ten years and can be extended by ten years, and the fee for lifting an overstay-related ban is listed at Rp90,000,000.

Things to check carefully

  • Assuming a visa on arrival or visa exemption can be turned into a KITAS from inside Indonesia. Stay permits from those routes cannot be converted.
  • Paying for an extension after the ITAS has expired. Protection from overstay applies only when the application is filed and paid before the expiry date.
  • Replacing your passport without updating the stay-permit record. The permit can end if the old passport expires and the record is not updated.
  • Moving house without an address transfer, including moves within the same immigration office's area.
  • Leaving permanently without an EPO while the permit is still valid. An EPO is the official way to end an ITAS or ITAP.
  • Paying agents or unofficial websites. e-Visa invoices are paid through SIMPONI or a credit or debit card as the official portal instructs.

Frequently asked questions

Are ITAS and KITAS the same thing?

They refer to the same permit. ITAS is the limited stay permit, and KITAS refers to its card. The card is now issued virtually by email (often called an e-ITAS) and can also be printed. The same applies to ITAP and KITAP.

How long is a KITAS valid?

It depends on the visa code: 180 days, one year, two years, five years or ten years. An ITAS of under five years can be extended to a total of no more than six years; a five- or ten-year ITAS can be extended to a total of no more than ten years. A first ITAP is valid for five years and can then be extended for an unlimited period.

How much does a one-year KITAS extension cost?

Immigration's fee page lists an ITAS of up to one year at Rp3,000,000. Because the re-entry permit is issued with the ITAS, the invoice may include a one-year re-entry permit component of Rp1,500,000. Check the itemised invoice in the application and pay before the ITAS expires.

Can a spouse KITAS be converted to a KITAP?

Yes, through conversion from a family ITAS to an ITAP, provided the lawful, registered marriage has lasted at least two years. Prepare your passport, ITAS, integration statement and your Indonesian spouse's documents as Immigration requires.

What is the overstay fine in Indonesia?

PP 45/2024 sets an overstay charge of Rp1,000,000 a day for foreigners who stay beyond their permit by under 60 days. If it is not paid, or the overstay reaches 60 days or more, the foreigner is deported and banned from entry. Paying the charge does not extend your permit; apply for an extension if your permit can still be extended.

What is an ERP, and do KITAS holders need one?

An ERP (exit re-entry permit) is a re-entry permit. The Immigration Law gives ITAS and ITAP holders a re-entry permit valid for as long as the stay permit and for multiple journeys. For an ITAS, it is issued together with the ITAS.

When do I need an exit permit only (EPO)?

Apply for an EPO when you want to end an ITAS or ITAP that is still valid, for example because your work contract has ended and you are leaving permanently. Apply before the permit expires; the fee is Rp100,000 and you must leave Indonesia within seven days of the EPO being issued.

Must I report a change of address to Immigration?

Yes. The Immigration Law requires foreigners to report changes of address, civil status, nationality, occupation or sponsor to the local immigration office, with a fine of up to category II (Rp10,000,000) since Law 1/2026 on criminal penalty adjustment took effect on 2 January 2026. Sponsors must also report address changes of the foreigners they sponsor.
